2026 PA Brownfields Conference

The Land Recycling Program, in partnership with the Engineers Society of Western PA, hosted the 2026 Pennsylvania Brownfields Conference on March 23rd - 25th at the Wind Creek Event Center in Bethlehem, Pennsylvania.  Over 367 stakeholders from across PA and beyond enjoyed 20 breakout sessions covering a multitude of brownfields topics including PFAS and other emerging contaminants, environmental justice, vapor intrusion, utilization of funding sources, development on formerly mined lands, transforming brownfields into resilient communities or greenways, data center redevelopment opportunities, workshops on brownfield reuse and interactive planning, and several project success stories.  The exhibit hall hosted 44 different exhibitors from across the brownfields industry, allowing attendees to share experiences and information in the field.

Ongoing Training Opportunities

Brownfields Basics Webinar - January 21, 2026

This webinar provided a comprehensive overview of brownfields, explaining what they are, where they are commonly found, and why their redevelopment is critical to community revitalization. Presenters outlined the history of brownfields policy at the federal level and detailed Pennsylvania’s Land Recycling Program (Act 2), emphasizing its voluntary nature, flexible cleanup standards, and strong liability protections for current and future property owners. The session walked participants through the step-by-step remediation process from site identification and assessment to cleanup and attainment while highlighting how Act 2 supports environmental protection and encourages redevelopment, job creation, and economic growth.

The presentation also focused heavily on funding and technical assistance opportunities available to support brownfield projects. Speakers reviewed EPA Brownfields grants and technical assistance programs, DCED’s Industrial Sites Reuse Program (ISRP), and other complementary funding sources, explaining eligible applicants, uses of funds, and application requirements. Case studies illustrated how strategic planning, community engagement, and leveraged funding can successfully transform contaminated sites into productive community assets. Overall, the webinar equipped attendees with practical tools, resources, and a clear roadmap for advancing brownfield redevelopment projects in Pennsylvania.

Act 2 Administrative Completeness Training

The Land Recycling program has produced this Administrative Completeness Training to assist stakeholders in putting together report submittals.

This training discusses the basic elements required in a report submission, some additional background information on submittal pieces, and some common errors seen in Act 2 report submittals.

The goal of the training is to reduce errors and omissions often seen in Act 2 report submittals and to reduce Administrative Deficiencies and Disapprovals due to inaccurate submissions.

Pennsylvania Council of Professional Geologists

PCPG, the Pennsylvania Council of Professional Geologists, is a non-profit corporation founded in 1989 by geologists seeking licensure in the Commonwealth of Pennsylvania.

Today, having licensure, PCPG provides numerous services to its members, as related below.

DEP has partnered with the Pennsylvania Council of Professional Geologists to develop a series of Act 2 Land Recycling Program training webinars.

The Act 2 Land Recycling Program webinar series will provide an overview of the Act 2 process and guidance on applying the Statewide Health, Site-Specific, and Background Standards, as well as the Special Industrial Area (SIA) remedy.

The series includes four (4) two-hour webinars that break down regulatory requirements, data evaluation expectations, and common technical challenges encountered by environmental professionals. It has been designed as a comprehensive introduction for those who are new to the program. However, it will also be valuable to experienced professionals looking for a refresher and to hear from DEP on any specific aspects of the Act 2 program. 

Whether you're new to Act 2 or looking to deepen your regulatory expertise, this collaborative training is intended to strengthen your understanding and confidence in navigating Pennsylvania’s remediation framework.
