Harrisburg, PA – The Pennsylvania Department of Environmental Protection (DEP) will host a public hearing to take testimony from the public regarding the draft National Pollutant Discharge Elimination System (NPDES) Permit no. PA0020168 for the discharge of treated wastewater from East Stroudsburg Borough Wastewater Treatment Plant to Brodhead Creek in Stroud Township, Monroe County.
The hearing will take place on Thursday, November 6, 2025, from 5:00 PM to 7:00 PM, at the East Stroudsburg Municipal Building, located at 24 Analomink Street, Stroudsburg, PA 18301.
Individuals wishing to testify at the hearing must submit written notice of intent by mail to Patti Monahan, DEP NERO Regional Communications Manager, at Monroe County NPDES Public Hearing, PA DEP, 2 Public Square, Wilkes-Barre, PA 18701-1915, or by email at pamonahan@pa.gov.
DEP will accept requests up to the day of the hearing. DEP asks that individuals limit their testimony to five minutes to ensure everyone has the opportunity to testify. All comments, whether delivered orally during the hearing or submitted in writing, will carry equal weight and consideration with DEP. Those attending the hearing may testify if they wish. Anyone who pre-registers to testify will have priority on the agenda.
