The RMTS is a federally-accepted method for determining the amount of time spent supporting MA-allowable activities in schools. The RMTS method polls participants on an individual basis at random time intervals over a quarterly (three-month) time period and totals the results.
Participating LEAs are required to participate in the RMTS. Responsibilities include but are not limited to:
- Certifying quarterly calendars and/or staff work schedules;
- Identifying qualified staff for participation in the time study;
- Maintaining the LEA RMTS staff pool lists;
- Direct Services Cost Pool
- Administrative Cost Pool
- Monitoring staff participation in the time study;
- Understanding the SBAP rules and distribution of information; and
- Acting as a liaison between DHS, the SBAP Commonwealth Contractor, and the staff participant.
Relevant RMTS results are calculated statewide and applied to both MAC reimbursement and annual cost reconciliation reimbursement for every participating LEA. It is important that every LEA participates fully, since each moment affects all LEAs in the state.
