The Enterprise Case Management (ECM) system is a new way to provide enhanced case management for the Pennsylvania Department of Human Services (DHS) and its business partners through a common technology platform. Once implemented, it will help plan and deliver improved services to people who receive DHS-supervised programs including, but not limited to:

What does the ECM system implementation mean for DHS and county human services organizations?
An integrated enterprise case management system will provide secure, well-managed access to the right information across programs and partners, helping teams work together effectively while protecting personal data.
The ECM system will improve efficiency and reduce costs by using a single, shared system that strengthens coordination, communication, and decision-making to the people we serve.
ECM allows for:
- Easier sharing of information among DHS program offices, counties, individuals/participants, and providers to enable better decision making for improved outcomes for those we serve
- Increased ability to determine the effectiveness of services provided across programs and the impacts to the people we serve while supporting continuous improvement efforts
- Enhanced data security including expanded access to information
- Reduced effort and cost to maintain multiple systems because of the use of a common platform
