Federal Cuts and PA Assistance Programs

In July 2025, Republicans in Congress passed, and President Trump signed, a bill that changed requirements and imposed new limits on many of the benefits PA families need, risking access to critical services for many across Pennsylvania. 

Changes mandated by the Republican budget bill are starting in Fall 2025 and will continue over the next few years. Learn more about these changes, how they affect your benefits, and what you must do to maintain access to these services. 

Changes to Supplemental Nutrition Assistance Program (SNAP) Food Assistance

Because of the Republican budget bill, more SNAP recipients now must meet work requirements and report that they are meeting this requirement to DHS. If SNAP recipients are not meeting this requirement, they will be limited to three months of SNAP benefits for a three-year period. The bill also changed the Heating and Shelter Utility Allowance (HSUA) so that nly households wit han elderly or disabled member qualifies.
