The Pennsylvania Department of Agriculture (PDA) retail food program licenses and inspects food and drink vendors who serve consumers. While some establishments may be licensed and inspected by a local authority instead, all vendors must meet the PA Food Code at a minimum.

Retail Food Facilities
Operate a restaurant, caterer, bar or club, beer distributor, grocery store, corner market, deli, or other retail food facility.

Limited Food Establishment
Operate a home-based and noncommercial food production site.

Farmers Markets
Operate a farmers market stand or vendor with food or drink. This includes indoor or outdoor farmers markets or stands.

Mobile Food Facilities, Fairs, and Temporary Events
Operate a food truck, stick stand, BBQ, and fair or event lasting no more than 14 days.
Food code requirements
All establishments must meet the PA Food Code at a minimum, regardless of jurisdiction. Under 7 Pa. Code, Chapter 46, the Commonwealth adopts the FDA Model Food Code.
County or local health departments may enforce stricter regulations.
