DEP to Hold Public Meeting/Hearing on a Draft Air Quality Plan Approval for Homer City Generating Station

Harrisburg, PA – The Pennsylvania Department of Environmental Protection (DEP) will hold a combined public meeting and hearing to discuss the draft air quality plan approval No. 32-00457A submitted by Homer City Generation LP for the construction and initial operation of seven combined-cycle combustion turbines (CCs) and up to 10 simple cycle aeroderivative gas turbines (ADGTs) at the former Homer City Generating Station, located 1750 Power Plant Rd Homer City, PA.

“It’s important to note that this is a DEP meeting and hearing that is being conducted as part of the regulatory process to specifically talk about the draft air quality plan approval. We understand the community may have questions about other areas of this project, but the DEP will only be receiving testimony specific to this plan approval to help us make a final determination,” said Erin Wells, Regional Director of DEP’s Northwest Regional Office. “Questions or concerns involving topics outside of those areas, such as natural gas pipelines, data centers, truck traffic, plant construction, and job creation, for instance, will bear no relevance in the determination of this plan approval and will not be discussed.”

The meeting and hearing will take place on Wednesday, September 17, 2025, from 6:00 p.m. to 9:00 p.m. at the IUP Kovalchick Convention and Athletics Center, 664 Pratt Dr, Indiana, PA 15701.

  • The meeting portion is an opportunity for back-and-forth dialogue between the DEP, Homer City Generation LP, and attendees to address questions and concerns specifically related to the draft air quality plan approval No. 32-00457A. This meeting will begin at 6:00 p.m. and conclude when all discussion has either been completed or at 7:30 p.m.

  • The hearing, which will start immediately after the meeting, is a formal session designed to receive testimony specifically related to the draft air quality plan approval No. 32-00457A. The hearing will conclude when all testimony has been received or at 9:00 PM.

Anyone wishing to present testimony must pre-register by contacting Elspeth Koehle, DEP Environmental Justice Coordinator, 814-332-6101 or ekoehle@pa.gov, no less than 24 hours in advance of the public hearing to reserve their spot. Testifiers should provide two written copies of their testimony at the hearing.

Anyone unable to attend the hearing may also mail a copy of their written statement, along with any exhibits, to M. Koehle at, Department of Environmental Protection, Northwest Regional Office, 230 Chestnut Street, Meadville, PA 16335. Each written comment must contain the name, address, and telephone number of the person submitting the comments, identification of the proposed permit (specify draft air quality plan approval No. 32-00457A), and a concise statement regarding the relevancy of the information or objections to issuance of this plan approval.
