    Obsolete EI 09-19 Transition of Preschool Children to School Age Programs

    Purpose

    The purpose of this announcement is to notify Preschool Early Intervention programs that announcement EI 09-19: Transition of Preschool Children to School Age Programs is now obsolete. 

    Background

    In 2009 the Office of Child Development and Early Learning (OCDEL) issued announcement EI 09-19 to reflect the Bureau of Special Education’s (BSE) Basic Education Circular (BEC), Early Intervention Transition Preschool Programs to School Aged Programs issued July 1, 2003. 

    Discussion

    On April 5, 2025, the BEC, Early Intervention Transition Preschool Programs to School Aged Programs was reviewed and updated. As a result, announcement EI 09-19 will now be replaced with BEC Early Intervention Transition Preschool Programs to School Aged Programs.    

    Programs are required to refer to the BEC for policy, requirements and related documents: Notice of Your Child’s Transition to School Age Meeting; Intent to Register Kindergarten Age Eligible; Intent to Register First Grade Eligible; and the Notice of Options for Your Child’s Transition. 

    Next Steps

    Preschool EI programs shall review the announcement, refer to the BEC as indicated above, and update their local procedures to ensure compliance.
