PIMS Proposed Changes

Thank you for your participation in this year’s PIMS Change process.  Your feedback has been reviewed and discussed with senior management.  A summary of the decisions made for each proposed change can be found below.

To allow LEAs identified as CEP to accurately report Economically Disadvantaged status for students that would qualify based on NSLP income parameters. Currently these students do not meet Census Poor guidelines of 100% poverty income thresholds but would meet the 130% (free) or 185% (reduced) if the schools were using the same measures as those that review Meal Applications to determine poverty guidelines. Add Elements

6Signed PDE 408 Form (PDF)ApprovedCTE Student Fact TemplateThere is a need for LEAs to track signed PDE 408 forms in their SIS.  There is a need for SISs to only pull students on the CTE Student Fact that have signed PDE 408 forms.  This new element would allow for this tracking and accurate reporting.Add Elements
This field indicates if a student has completed and signed “Annual Educational and Occupational Objectives for Students Enrolled in a PDE Approved CTE Program” form (PDE-408) or a similar locally developed form directly related to the student’s enrollment in the CTE program reported within Field 6 (CIP Code) of this template for the reporting year. Adult students should enter Y for this field

Graduation status is tracked in the Student Template.  However, graduation status and CTE reporting occur at the same time. Graduation Cohort is not confirmed until after Perkins Performance Measures are well underway.  Graduation status is used to determine the CTE Status Type Code.

8Occupational Assessment Field - New (PDF)ApprovedCTE Student Fact TemplateThis field would allow us to know who is taking the NIMS and NOCTI test for the reporting school.  This field would help us match records from the testing file provide by PSU Greater Allegheny to the CTE Student Fact Template.
This field would help to ensure only students meeting the requirements are tested.  The CTE Data Team will build DQE rules around this – CTE Status Type Code and CIP.  Pending future testing rules, this field will assist in determining which students should be counted in CAR Performance Measures.

Business Rules  SECONDARY STUDENTS ONLY: Indicate by NIMS, NOCTI, or N/A whether this CTE Student completed an occupational assessment based on the Field 6, CIP CODE.  LEAs should follow the guidance in the Guide to Student Occupational Testing to determine who should and should not be tested.
9Perkins Program Hours Complete (Cumulative) - New (PDF)ApprovedCTE Student Fact TemplateTo assist the CTE Data Team with verifying who is a Perkins Concentrator/Participant, we need to know the number of program hours completed based on Final Grades, not Periodic Grades.  Pending future testing rules, this field will assist in determining which students should be counted in CAR Performance Measures.Add Elements
SECONDARY STUDENTS ONLY: The cumulative total secondary CTE program technical component instructional hours the student successfully completed for the student’s reported CIP (Field 6 – CIP CODE) over the span of the student’s secondary education (not just this reporting year) within that CIP. LEAs should use final grades, year-end cumulative grades to tally successful hours. Hours awarded should come directly from the Program Year in the Planned Scope and Sequence for the CIP in the Career and Technical Information System (CATS). If the student passes the course, the student should be awarded all the hours in the program year. This field is only for Secondary CTE Students. Adult CTE Students should report 0.00
10Total Perkins Program Hours Percent Complete (Cumulative) - New (PDF)ApprovedCTE Student Fact TemplateTo assist the CTE Data Team with verifying who is a Perkins Concentrator/Participant, we need to know the percent of the program completed based on Final Grades, not Periodic Grades.  This will allow us to build validation rules to ensure accurate data.  Pending future testing rules, this field will assist in determining which students should be counted in CAR Performance Measures.Add Elements
SECONDARY STUDENTS ONLY: The cumulative percent of the (normally scheduled) total CTE program technical component hours the student successfully completed (passed) for the student’s reported program CIP CODE (Field 6). Refer to the technical component of the approved program’s scope and sequence in the Career and Technical Information System (CATS). This field is based on final grades, year-end cumulative grades. Adult CTE Students should report 0.00.

SECONDARY STUDENTS ONLY: The cumulative total secondary CTE program years for the student’s reported CIP (Field 6 – CIP CODE) over the span of the student’s secondary education (not just this reporting year) within that CIP. Only years with signed “Annual Educational and Occupational Objectives for Students Enrolled in a PDE Approved CTE Program” form (PDE-408) or a similar locally developed form should be counted for this field. Example - Four Year CTE Program, student is in  11th grade and is on track for graduation.  You would report 3.Two Year CTE Program, student is a returning 12th grader due to IEP goals.  You would report 3.This field is only for Secondary CTE Students. Adult CTE Students should report 1.

This change will require 2 different C4 CTE Collection buckets in PIMS - one for Adult and one for Secondary.  Templates would be the same for Secondary and Adult.  This change is necessary due to the eight Secondary CAR reports, NOCTI/NIMS Test Matching, and PDE Data Quality checks. Goal is to have a final Secondary Data Set by the end of August versus October to allow work to begin in September on the needed Secondary CAR reports.  Adult CTE Submission Timeline will remain the same as their programs run through June 30th. No change is needed on the Adult side due to Postsecondary data is not collected until September and there are only 3 CAR Performance Measures for Postsecondary (includes Adult data).Collection Window Change
