Shapiro Administration Offers Free Filing Support for Property Tax/Rent Rebate Program, Working Pennsylvanians Tax Credit at Senior & Community Centers Across Pennsylvania

The Department of Revenue is providing free, in-person filing assistance for eligible Pennsylvanians who are applying for a rebate on property taxes or rent paid in 2025.

Free filing assistance will also be available for the new Working Pennsylvanians Tax Credit, which can offer up to $805 to qualifying Pennsylvanians this tax season.

DOR employees will be traveling to locations in Allegheny, Bradford, Carbon, Clarion, Dauphin, Delaware, Indiana, Lackawanna, Lancaster, Lawrence, Lehigh, Lycoming, Montgomery, Northampton, Northumberland, Philadelphia, Schuylkill, Tioga, & Wayne Counties. 

Harrisburg, PA — Representatives from the Department of Revenue (DOR) are traveling to senior and community centers across the Commonwealth to offer in-person filing assistance for the Property Tax/Rent Rebate (PTRR) program. Additionally, DOR representatives will be available to help Pennsylvanians complete their Pennsylvania Personal Income Tax Returns (PA-40s) and help those who are eligible apply for the new Working Pennsylvanians Tax Credit (WPTC), signed into law by Governor Shapiro in the 2025-26 budget.

Locations and times are updated regularly. Pennsylvanians are encouraged to call ahead to confirm availability and schedule an appointment. Keep in mind that the online list will be updated frequently as more events are added, meaning eligible Pennsylvanians are encouraged to check the website for the most current schedule. DOR also offers in-person filing assistance for the PTRR program and WPTC at its district offices.

PTRR program

The Department of Revenue (DOR) has been visiting senior and community centers for several years to supplement the other options available for in-person PTRR filing assistance. As Governor Shapiro has said, there should be no wrong door for eligible seniors, widows and widowers, and people with disabilities to find the help they need to benefit from this vital program.

You can use the DOR online lookup tool to find in-person filing support for the PTRR program. The locations include DOR district offices, Area Agencies on Aging (AAAs), and offices for state legislators.  

The expanded PTRR program continues to provide critical financial relief to eligible Pennsylvanians. Last year alone, the program delivered more than 512,000 rebates totaling $314 million. Based on the latest data from the past two years, the expansion of the PTRR program has already opened the door for approximately 165,000 first-time filers to receive a rebate for the very first time.  

Working Pennsylvanians Tax Credit

The WPTC — created in the 2025-26 budget Governor Shapiro signed into law — is a new state-level tax credit designed to put more money back into the pockets of working Pennsylvanians. Modeled after the federal Earned Income Tax Credit (EITC), the WPTC is expected to deliver $193 million in tax relief to 940,000 working Pennsylvanians this tax season.

Anyone who qualifies for the federal EITC will automatically qualify for the state-level WPTC. The WPTC equals 10 percent of the federal credit and can deliver up to $805 per eligible taxpayer, based on income and number of dependents.

What Should You Bring with You?

Applicants who need assistance with the Property Tax/Rent Rebate program application (PA-1000) should check the eligibility guidelines. Spanish resources are also available to help non-English speaking applicants apply for a rebate. As a reminder, the PTRR program benefits eligible Pennsylvanians age 65 and older; widows and widowers age 50 and older; and people with disabilities age 18 and older.

Taxpayers who need assistance filing their Pennsylvania Personal Income Tax Return (PA-40) should bring their tax information/income statements, a photo identification card (driver's license, etc.), and Social Security cards for themselves and their dependents. As a reminder, all taxpayers who received more than $33 in total gross taxable income in calendar year 2025 must file a Pennsylvania personal income tax return by midnight, Wednesday, April 15, 2026.

Those who are applying for the Working Pennsylvanians Tax Credit are required to bring a copy of their completed federal tax return (IRS Form 1040). DOR representatives will use that form and the amount the taxpayer received from the federal EITC to calculate the Working Pennsylvanians Tax Credit.
