Professional Development Training Programs for Evidence-Based Reading Instruction

This document presents professional development training for evidence-based reading instruction advancing the instructional priorities outlined in Act 135 of 2024.

Professional Development Training Programs

The Pennsylvania Department of Education (PDE) and the PDE Reading Leadership Council (Council) identified the International Dyslexia Association (IDA) as a clearinghouse for professional development training programs. This organization is nationally recognized and provides high-quality, evidence-based resources to support schools in making informed decisions about literacy programming and has a review process that is in alignment with the requirements of Act 135.

In this context, a clearinghouse refers to a repository of programs or materials that have been evaluated using a transparent, research-based process. Such repositories may be housed within federally funded centers, private organizations, nonprofits, or state education agencies.

Intended Use for Local Education Agencies

The lists are designed to support local education agencies (LEAs) in making informed decisions about the selection and use of reading curriculum material and professional development. Inclusion on the list does not constitute approval by the Pennsylvania Department of Education; rather, it indicates that the material or program was evaluated by one or more of the identified clearinghouses. LEAs retain full discretion in determining how to use this information to meet their literacy needs and are not limited to selecting only the resources included.
