Pennsylvania's Early Intervention program provides coaching support and services to families with children, from birth to age three, with developmental delays and disabilities.
If you are interested in providing Early Intervention services review the Provider Qualification Announcement and contact your local Early Intervention program to discuss the process. The local Early Intervention program will need to qualify you as a provider.

In order to be qualified as an Early Intervention Provider:
- Providers must enroll in Promise. All individuals, groups and rendering providers must enroll. A separate application must be completed for each specialty.
- Providers must create an organization profile on the Pennsylvania Infant/Toddler Early Intervention Provider Registry. Resource documents can be found on the Early Intervention Provider Registry Documents - Early Intervention Technical Assistance Portal
- Providers must sign the ITF Waiver Agreement and upload it to the Provider Registry.
- The local Early Intervention program must review the provider’s documentation and submit signed, written assurance to the provider and OCDEL indicating that the provider is qualified to provide services.
When this process is completed, the provider will be added to the statewide provider list. The Statewide Provider List is provided to families when a child is found eligible for Early Intervention services. When a family chooses a provider who is not already providing services in their program, the Early Intervention Program must enter into a contract with the provider.
- When a provider enters into a contract with a local Early Intervention program for the first time, OCDEL will add the provider to HCSIS/PELICAN-EI, complete the service offerings, and request a BP Admin/LMS User ID. The local Early Intervention program can then create the contract in HCSIS/PELICAN-EI with the provider.
- The user who is designated as BP Admin will receive their login information directly from HCSIS/PELICAN-EI via email. Once the BP Admin receives their log in information, they can log into Identity Manager to update the roles that are assigned to their log in and/or create logins for any additional interventionists within the organization. Refer to the LMS for reference guides regarding how to create/modify user IDs
- As an administrator, the user will need PW-ELN-OutcomeDataEntryEI and PW-HCSIS-ProvrAdministratorEI. The ELN role allows access to ECO information within the system. The Administrator role allows the user to accept records from the local Early Intervention program and assign them to staff. This role also allows access to all records assigned to the organization.
- Individual interventionists within the provider organization should be assigned PW-ELN-OutcomeDataEntryEI and PW-HCSIS-ProvrCntrbEI. This allows access to ECO information and any record that is assigned to the interventionist within the provider organization.
- Do not assign more than these roles as it can cause access issues within the system.
Note: Any changes made in Identity Manager require an overnight processing period to take effect.
- Once user IDs have been set up, the local Early Intervention program will assign records to the provider organization. The Administrator must log in to HCSIS/PELICAN-EI, accept the records, and assign them to an interventionist (if needed). Refer to the LMS for reference guides regarding how to accept and assign records.
