Infant/Toddler Early Intervention Cost Centers

Purpose

The purpose of this announcement is to inform Infant/Toddler Early Intervention (EI) programs of revised cost centers to be used in conjunction with other requirements of the Account Structure Manual for County Early Intervention Programs.

Background

Beginning July 1, 2011, all Infant/Toddler providers billing for Early Intervention services must use the national and local healthcare codes specified in the 2011 Early Intervention Program’s State Set Rates Fee Schedule.

Effective July 1, 2011, all Infant/Toddler programs must have begun using the services and codes in Announcement EI-10 #09 when developing the Individualized Family Services Plan (IFSP).

This announcement is replacing the information contained within MR Bulletin 00-04-06 only as it pertains to Infant/Toddler EI.

Discussion

The revised cost centers apply only to Infant/Toddler EI services.

As applicable, the service procedure codes are identified under each cost center to facilitate reporting of costs under the appropriate cost center.

Next Steps

Infant/Toddler EI programs are required to use the attached revised cost centers effective July 1, 2011. The revised cost centers will be used to complete the annual Income and Expenditure Report, as well as other required reports, beginning FY 2011-2012.

0100: Administration

This includes activities and services provided by the Administrator’s Office of the County Early Intervention (EI) Program. This includes the expenditures associated with State EI Administration and ITF Waiver Administration. The activities include:

  • The general administrative, programmatic, and fiscal responsibility for the County EI Program; 
  • Development of planning documents addressing the County program needs, local planning efforts, and other information pertinent to planning for and providing a more adequate service delivery system; 
  • Research projects, the evaluation of program effectiveness, the analysis of programmatic needs of specific target groups, and the determination of the availability of services to the general public; 
  • Continuing relationships with the Local County Advisory Board, regional and central offices, contracted service providers, and family and consumer groups; 
  • The activities of the Local County Advisory Board

0200: Early Intervention Services

The provision of authorized developmental services and supports to eligible infants and toddlers under three years of age and their families, primarily in settings such as the child’s home, child care, or where the child would be if the child did not have a disability. EI must be culturally competent, family centered services and supports provided within the routines and activities unique to each family. The services and supports must address an assessed need in the areas of physical development (including vision and hearing), cognitive development, communication development, social/emotional development, and adaptive development. These services include:

  • Social Work (procedure code T1027) 
  • Audiology (procedure codes V5008 & V5299) 
  • Nursing/Health Services (procedure codes T1001 & G0154) 
  • Nutrition Services (procedure codes W4406 & W4407) 
  • Occupational Therapy (procedure codes 97003 & 97530) 
  • Physical Therapy (procedure codes 97001 & 97110) 
  • Psychological Services (procedure codes 96150 & 96152) 
  • Speech Pathology (procedure codes 92506 & 92507) 
  • Special Instruction (procedure codes W0019 & W0020) 
  • Special Instruction – Hearing (procedure codes W0022 & W0023) 
  • Special Instruction – Vision (procedure codes W0021 & W0024)
  • Nursing Nutrition (procedure code S9470) 
  • Behavior Support (procedure code W4405)

0300: Service Coordination

This includes activities and services provided by the Service Coordinators of the County Early Intervention (EI) Program. The activities include:

  • The coordination of initial and ongoing evaluations and assessments and the tracking of at-risk children. 
  • Facilitates and participates in the development, implementation, review and evaluation of Individualized Family Service Plans (IFSPs). 
  • Assists the family of an infant or toddler with a disability in gaining access to the early intervention services and other services identified on the IFSP. 
  • Facilitates the timely delivery of early intervention services. 
  • Assists the family in identifying available service providers and facilitating communication with and between the family and the service provider. 
  • Coordinates and monitors the delivery of early intervention services. 
  • Informs the family of the availability of advocacy services. 
  • Assists the family in arranging for the infant or toddler with a disability to receive medical and health services, if the services are necessary, and coordinates the provision of early intervention services and other services (such as medical services for other than diagnostic and evaluation purposes) that the infant or toddler needs or is being provided. 
  • Offers the family opportunities and support for the infant or toddler with a disability to participate in community activities with other children and informs the family of appropriate community resources. 
  • Facilitates the development of a transition plan as part of the IFSP
