    Section 243 Integrated English Literacy and Civics Education Program Grant Competition 

    WIOA does not expressly exclude private, for-profit companies. An eligible provider must be “an organization that has demonstrated effectiveness in providing adult education and literacy activities…” The process for an entity to establish demonstrated effectiveness is in the Request for Grant Application Guidelines. All grantees, regardless of organization type, must abide by the Adult Education and Family Literacy Guidelines.
