The “dedicated program coordinator” must work only on the Statewide Distance IELCE grant. The person may complete multiple roles in the Statewide Distance IELCE program. However, the person may not work on multiple grant programs. Other staff working on the Statewide Distance IELCE program may work on additional grant programs.
Correct. In the first year of the grant (PY 2026-27), the successful applicant will not be required to provide IELCE activities prior to September 30, 2026. IELCE activities must start no later than October 1, 2026. In the second and third years of the grant, IELCE activities must run year round, including in the summer.
The 37% ESL level completion requirement is the overall percentage for all ESL students combined. PDE did not establish thresholds for the individual levels.
If the successful applicant currently has an IET and that IET addresses statewide needs rather than locally-specific needs, the successful applicant can potentially use that IET and scale it. The successful applicant will need to complete the IET proposal and approval process for the scaled IET within the timeline laid out in the RGA.
The policy for this is the same as for the other Division of Adult Education grants. If a student is shared by two agencies under different grants and reaches enrollment status at both agencies, then the student counts towards contracted enrollment and outcomes at both agencies. If a student is served by the same agency under different Division of Adult Education grants, the student counts toward contracted enrollment and outcomes under the grant in which they have the most hours, or for family literacy, if the agency has a family literacy grant.
Correct. Because the statewide IET is paid for with section 243 funds, all students in the statewide IET must participate in IELCE activities. The Division of Adult Education has not established a minimum number of hours, beyond the 12 hours needed to reach participant status, for students to participate in IELCE activities prior to enrolling in the IET. Applicants for the Statewide Distance IELCE Program grant should propose a plan for IELCE activities that provide meaningful preparation for any IETs it will provide. IELCE activities of different intensity and/or duration are allowable.
