Act 135 of 2024 Resources

To meet the goals of Act 135 of 2024 (Act 135), the Pennsylvania Department of Education (PDE) and the Reading Leadership Council (Council) used a structured approach by leveraging existing educational clearinghouses.  Lists are compiled from multiple clearinghouses. A clearinghouse might include repositories at federally funded centers, private centers, nonprofits, or other agencies, such as state education agencies, to provide LEAs with comprehensive information. Guidance accompanies each list to guide LEAs in programming, process, and purchasing decision-making considerations.

 

All results from selected clearinghouses are provided for LEAs to make informed decisions.

 

Inclusion of materials or services on the PDE list does not mean that materials or services are “recommended” or “approved” by the PDE; rather, it signifies that the resource has been assessed by a specific clearinghouse and the findings are being shared for informational purposes.

 

LEAs have full discretion in determining how to use this information to best meet their individualized literacy needs.

Clearinghouse Selection

In selecting clearinghouses for the purposes of implementing Act 135, the PDE consulted the Council, research partners, professional organizations, and other states with structured literacy initiatives. Choices were guided by the alignment of Act 135 requirements, national recognition, or specialization in specific material types, and transparent criteria to facilitate ease of use for schools. The selected clearinghouses uphold a commitment to research-based best practices, offering comprehensive lists that empower schools with reliable, high-quality resources for informed decision-making.

Intended Use for LEAs

LEAs are encouraged to use the literacy resources provided but are not required to select from the listed materials or services when making local decisions. These lists are not exhaustive; additional resources that align with criteria developed by the PDE and the Council, as well as meeting the requirements of Act 135, will be reviewed over time. 

The listed resources have been selected and reviewed by clearinghouses based on their respective resource type. All evaluation results, regardless of outcome, are included.

The inclusion of materials or services does not imply that they have been “recommended” or “approved” by the PDE. Rather, inclusion signifies that the resource has been evaluated by a specific clearinghouse and the findings are being shared for informational purposes. LEAs should use the rubric to determine which resources meet the requirement of Act 135 and their own needs.
