The Bureau of Workers’ Compensation is pleased to welcome the following speakers to this year’s conference.
Judge Cynthia Baker is a Workers’ Compensation Judge in the Washington Office of Adjudication. She also conducts hearings in Beaver and New Castle and is available for mediations throughout the Commonwealth. Judge Baker graduated magna cum laude from West Virginia Wesleyan College and cum laude from Duquesne University School of Law, where she was a member of the Duquesne Law Review. Prior to her appointment as a Workers’ Compensation Judge in 2023, she was in private practice for more than 25 years representing employers and insurance carriers in workers’ compensation matters.
Robert J. Baker is a partner in Chartwell’s Harrisburg, Pa. and Arlington, Va. offices. Rob focuses his practice on the defense of general employment and workers’ compensation matters. He routinely represents employers in labor and employment matters, including PHRC/EEOC litigation. He has handled a myriad of human resources including hiring, firing, progressive discipline, payroll, compensation and benefits, OSHA/risk management, and training and development. Before joining the firm, Rob was corporate director of human resources for a large regional continuing care retirement organization, where he was responsible for employment law compliance, employee relations, workers’ compensation management of insured and self-insured programs, and other human resources issues. This experience helps him guide his clients through any issues that might arise, having handled them firsthand in his client’s position himself. Some of Rob’s significant accomplishments include the coordination of WARN, reductions in force, successful OSHA investigations resulting in zero deficiencies, managing the transition of multiple employee benefits programs from insured to self-insured status, management of welfare and retirement plan documents and summary plan descriptions, and discontinuing retirement plans with the implementation of replacement programs. He has also handled matters before the PHRC and EEOC. Rob is a frequent writer and lecturer concerning all aspects of employment law and workers’ compensation. He has admissions in Pennsylvania and Virginia, the Supreme Court of Pennsylvania and of Virginia, the U.S. District Court for the Middle District of Pennsylvania, the U.S. Court of Appeals for the Third Circuit, and the U.S. District Court for the Eastern District of Pennsylvania.
Christopher T. Bauer, MSN, AGACNP-BC, is an experienced clinician and educator whose professional background in the care of patients from a diverse background ranging from large urban academic centers to rural community health systems. His clinical career includes extensive practice in emergency care, critical care, nephrology, and flight/critical care transport. Bauer currently serves as a Clinical Instructor of Nursing at DeSales University, where he teaches across undergraduate and graduate programs. Prior to his transition to academia, he practiced as an Acute Care Nurse Practitioner in both intensive care and nephrology service lines. His earlier clinical foundation includes several years as a critical care transport and flight nurse, where he also held roles in staff education, clinical orientation, and quality initiatives. Bauer is presently pursuing a Master of Science in Business Analytics, with a focused interest in artificial intelligence, predictive modeling, and the integration of advanced data tools into clinical decision-making and health care operations. His combination of frontline clinical experience and data-driven inquiry provides a unique perspective on the opportunities, challenges, and ethical considerations surrounding the adoption of AI in health care practice.
Judge Audrey Beach was appointed a Workers’ Compensation Judge in 1995 and served in Lehigh and Northampton Counties until her reassignment to the Philadelphia Office of Adjudication in May 2014. She received her Juris Doctor from Suffolk University Law School in Boston and was subsequently employed as staff counsel for the PMA Group in its Allentown field office. As the sole staff counsel in Allentown, she was responsible for the office’s small claims and workers’ compensation litigation. In 1991, Judge Beach became the supervising workers’ compensation attorney for Post and Schell, P.C., in its Allentown office. Judge Beach supervised three associates and litigated her own cases in five counties from Petition stage through appeals to the Commonwealth Court. She has appeared several times on the television law show Law Journal and has served on numerous panels and participated in many symposia pertaining to Workers’ Compensation law and procedure. Judge Beach has lectured on behalf of county bar associations and for other private organizations for the last 30 years. In addition to her regular duties, Judge Beach has conducted thousands of voluntary mediations in Philadelphia County and Delaware County. She is a member of the Pennsylvania Council of Mediators and served as past co-chair of the Workers’ Compensation Section of the Philadelphia Bar Association.
Gillian Beauchamp, MD is vice chair for Education and Community Engagement, and core faculty for the Emergency Medicine Residency and Medical Toxicology Fellowship at Jefferson Health Lehigh Valley in Pennsylvania. She is an associate professor at University of South Florida Morsani College of Medicine and adjunct clinical associate professor of Emergency Medicine at Thomas Jefferson University. She is an editorial board member of Toxicology Communications, and of Journal of Medical Toxicology, and is the host for the podcast Tox in Ten: ACMT Highlights. She attended the University of Pittsburgh School of Medicine for her MD. She trained at the University of Cincinnati Emergency Medicine residency and Oregon Health and Sciences University Toxicology fellowship, and is board-certified in emergency medicine, medical toxicology and addiction medicine.
Judge Lawrence Beck has been a Workers’ Compensation Judge in Philadelphia since 2012. Prior to his appointment, he represented primarily public and private employers, carriers, and third-party administrators in workers’ compensation matters after receiving his BA from Elizabethtown College in 1994 and his JD from the University of Dayton School of Law in 1997. Judge Beck has authored and co-authored numerous articles for The Legal Intelligencer and taught and prepared materials for continuing legal education seminars on the subject of workers’ compensation for the Office of Adjudication, the Pennsylvania Workers’ Compensation Bench-Bar Conference, and for state and county bar associations. He has presented at the Legal Updates session for the Pennsylvania WC Conference since 2024.
Alexis Berg-Townsend, Esq., is the head of the Workers’ Compensation department at Cohen, Feeley, Altemose and Rambo, P.C., located in the Lehigh Valley. Berg is deeply passionate about advocating for injured workers and is committed to securing the full benefits her clients deserve under Pennsylvania law. Berg earned her Bachelor of Science, magna cum laude, from Tiffin University in 2003 and her Juris Doctor from Ohio Northern University Pettit College of Law in 2006. For nearly 19 years, her practice has been devoted exclusively to representing injured workers in Pennsylvania workers’ compensation matters. She serves on the Board of Directors of the Lehigh County Bar Association and is chair of its Workers’ Compensation Committee. Since 2014, Berg has been recognized by the Pennsylvania Supreme Court as a Certified Workers’ Compensation Specialist and has served on the statewide Certification Committee since 2020. Berg has been recognized by Best Lawyers® for Workers’ Compensation Law – Claimants and has been selected to Pennsylvania Super Lawyers since 2022. She was also named a Pennsylvania Super Lawyers Rising Star annually from 2014 through 2017. Her honors include the 2016 Tiffin University Alumni Award, the 2017 Lehigh Valley Business Forty Under 40 Award, the 2019 “Labor Partner of the Year” Award from the AFL-CIO Lehigh Valley Labor Council, the 2022 Women of Influence Award, and inclusion on the 2023 Lehigh Valley Business Power List. A frequent presenter, Berg has led seminars on workers’ compensation law for Penn State University, the Labor School, chambers of commerce, and numerous local union organizations. In 2021, she played a key role in Peters v. Workers’ Compensation Appeal Board, a unanimous Pennsylvania Supreme Court decision protecting the rights of traveling employees.
Judge Carl Bienias has been a Workers’ Compensation Judge in Williamsport since 2025. He currently hears petitions arising in Lycoming, Columbia, Montour, Northumberland, Union, and Tioga counties. Judge Bienias also serves as a Hearing Officer presiding over 1610 cases throughout the Commonwealth of Pennsylvania. Prior to becoming a Workers’ Compensation Judge, Judge Bienias litigated cases arising under the Pennsylvania Workers’ Compensation Act for a large defense firm. Judge Bienias obtained his B.A. in Business Administration with a minor in Political Science from King's College in 2010 and his J.D. from the Widener University School of Law in 2013.
Edward R. Carpenter Jr. is a 1979 graduate of Villanova University, cum laude, with a B.A. in History. Thereafter, he attended Delaware Law School of Widener University where he received his Juris Doctor in 1982. Upon graduation from law school, he entered practice in Media, Pennsylvania where he handled insurance defense cases with an emphasis on workers’ compensation. His practice became more focused, and currently he specializes in the handling of the defense of workers’ compensation cases on behalf of employers, insurance companies, and self-insured administrators. Carpenter is a frequent lecturer on a variety of topics related to workers' compensation matters and has been a presenter at the Pennsylvania Bureau of Worker’s Compensation Annual Conference since 2009. Carpenter is a former executive board member for the Philadelphia Workers' Compensation Claim Association, where he served as Editor for the organization’s publication, “The Newsletter.” Carpenter also served as the co-editor of the Pennsylvania Defense Institute’s publication, PDI News and maintains his membership in the Pennsylvania Defense Institute. Carpenter is also a member of the Pennsylvania and Delaware County Bar Associations and has previously served on the workers’ compensation committee for the Delaware County Bar Association. Carpenter enjoys an AV rating from Martindale-Hubbell and has been selected as a Pennsylvania Super Lawyer every year since 2007. Carpenter is member of the Pennsylvania Workers’ Compensation Coalition, formally the Pennsylvania Self-Insured Association. Carpenter is also a former member of the Insurance Society of Philadelphia where he has participated in the organization and presentation of programs dealing with workers' compensation issues.
John V. Cattie, Jr. is the Managing Member of Cattie and Gonzalez, PLLC. His law firm resolves health care liens, provides legal advice about compliance with federal laws such as the Medicare Secondary Payer Act, and protects claimants’ future access to Medicare and Medicaid benefits when resolving workers’ compensation, auto, liability insurance, or no-fault insurance claims involving bodily injuries. Cattie started in the health care subrogation space with Garretson Resolution Group (Garretson) in 2008, building out its Medicare Set-Aside (MSA) group from the ground up. Over time, Cattie recognized that clients preferred to work with lawyers providing legal advice instead of vendors who cannot provide legal advice. To provide clients with a higher level of service and advice, he left Garretson and launched his law firm in 2016. Today, Cattie works with clients on single event and mass tort cases nationwide to verify, resolve, and satisfy reimbursement obligations associated with Medicare, Medicare Advantage, Medicare Prescription Drug, Medicaid, Veterans’ Administration (VA), Tricare, ERISA, and other insurance plans which assert reimbursement rights for medical expenses. Cattie also helps protect a claimant’s future access to Medicare and Medicaid benefits. Cattie has reviewed over 20,000 distinct fact patterns for Medicare Set-Aside (MSA) purposes. Multiple federal and state courts cite his analysis favorably. Cattie is a frequent speaker at CLE and CE events around the country and has written extensively about health care subrogation in the Medicare Secondary Payer context. Cattie received his BA from the University of North Carolina and his JD/MBA from Villanova University.
Kevin Chambers is the Area Director for the Harrisburg Area Office of the Occupational Safety and Health Administration (OSHA) beginning in August 2020. The Harrisburg Area Office oversees compliance assistance and enforcement under the Occupational Safety and Health Act of 1970 for 14 counties in Southcentral Pennsylvania. After a decade-long tenure with the Department of Defense, Kevin joined OSHA’s Allentown Area Office in 2008 initially as a Compliance Safety and Health Officer and then, later, as an Assistant Area Director. Additionally, he served in the U.S. Air Force, retiring from the Pennsylvania Air National Guard after a 23-year career. Kevin also serves as part-time faculty for the Department of Safety Sciences at the Indiana University of Pennsylvania. Kevin holds a Master of Business Administration and a Master of Science in Occupational Safety and Health from Columbia Southern University.
Kelli Chapman, CPCU, Vice President of Claims joined Eastern Alliance Insurance Group, located in Lancaster, Pennsylvania, in 1999 as a Senior Claim Representative and worked in many roles over the years before being named Vice President of Claims in 2022. Prior to joining Eastern, she worked at the PMA Insurance Group. Kelli has over 30 years of experience in workers' compensation claims management. She earned a degree in Psychology from Washington and Lee University in Lexington, Va. and obtained her CPCU designation in 2000. In 2020, she became a member of PRA’s (Eastern’s parent company) inaugural Diversity Equity and Inclusion Council. She has served on the Bureau’s planning committee since 2023.
Thomas W. Cleary joined the Pennsylvania Compensation Rating Bureau (PCRB) and the Delaware Compensation Rating Bureau (DCRB) in July 2022 and currently serves as Senior Vice President and Chief Operating Officer. He is responsible for overseeing daily operations and ensuring the effective delivery of the organizations’ core services. Cleary brings more than 30 years of leadership experience in commercial and workers’ compensation insurance. Before joining PCRB and DCRB, Cleary served as an executive consultant to property and casualty insurers, advising senior leaders on growth strategy, operational improvement, and technology modernization. His clients included state funds, self-insured groups, Insurtechs, and national carriers. He previously held senior roles including Vice President of Commercial Insurance Operations at Farmers Insurance Group, where he led underwriting, premium audit, and loss control for $2.7 billion in written premium. He also served as President and CEO of Robson Forensic and as Executive Vice President and COO of Chesapeake Employers Insurance Company. Earlier in his career, Cleary held leadership positions with the National Council on Compensation Insurance (NCCI) and ISO, overseeing regional operations, rating, and regulatory affairs. He holds a Bachelor of Arts from the University of Connecticut and an MBA from Pepperdine University.

Dr. Connor joined Northeast Rehab in August 2016. He received his Bachelor of Science in Kinesiology from The Pennsylvania State University and his Doctor of Osteopathic Medicine from Philadelphia College of Osteopathic Medicine. He completed residency at Temple University Hospital in Philadelphia where he was Chief Resident and awarded Resident Teacher of the Year in 2015. He then went on to complete an Interventional Pain Medicine Fellowship at Dartmouth-Hitchcock Medical Center in New Hampshire. Dr. Connor is board-certified in Physical Medicine and Rehabilitation and in the sub-specialty of Pain Medicine. Dr. Connor provides comprehensive, non-operative spine and musculoskeletal care. He performs fluoroscopically-guided spine injections, and advanced minimally invasive procedures such as radiofrequency ablation and spinal cord stimulation. He also has a special interest in the utilization of both ultrasound and regenerative medicine in the diagnosis and treatment of various neuromuscular conditions.
Jared Cunningham is the Director of Operations for Hoover Rehabilitation Services, Inc. and has over 12 years of experience in the workers’ compensation managed care industry, specializing in the design, oversight, and optimization of complex medical cost containment programs. Throughout his career, he has led multidisciplinary teams responsible for delivering technology-driven solutions across workers’ compensation medical bill review as well as pharmacy benefit and ancillary service management. Cunningham brings a deep understanding of state-specific workers’ compensation regulations and reimbursement methodologies, ensuring operational accuracy while maintaining alignment with statutory and contractual requirements. His work bridges regulatory compliance with system design, allowing organizations to translate complex rules into efficient, automated workflows. As an operational leader, Cunningham has played a key role in technology integration initiatives, partnering with internal stakeholders and external vendors to implement and enhance claims, repricing, and payment platforms. His background enables him to evaluate both operational impact and technical feasibility, helping organizations modernize legacy processes while maintaining continuity and data integrity. Jared holds a Master of Science in Information Systems, which informs his analytical and systems-oriented approach to operations management. He applies this foundation to process improvement, data-driven decision-making, and the strategic use of technology to improve accuracy, turnaround time, and scalability.
Nariman P. Dastur is an attorney with Carpenter, McCadden and Lane in Wexford, Pa.. He is an active member of the Pennsylvania Bar Association Workers’ Compensation Section having served as its Chair for the 2021-22 term. He has also served as a Proofer/Editor for their Workers' Compensation newsletter since 2002. In addition, he is a member of the Allegheny County Bar Association, serving on their Workers’ Compensation Section Counsel including as Chair for the 2009-2010 term. Dastur received his B.A. from Westminster College and his J.D. from Case Western University School of Law. His practice is devoted exclusively to workers’ compensation litigation. He was among the first to be certified as a workers’ compensation specialist in Pennsylvania, having met the requirements and passing a comprehensive exam in 2013. In 2020, he was elected a Fellow of the College of Workers’ Compensation Lawyers. Dastur is a frequent course planner and lecturer for PBI including its Fall Section Meeting, Tough Problems in Workers’ Compensation and Handling the Workers’ Compensation programs. Dastur has also served on the Board of Directors of Kids’ Chance of Pennsylvania since 2016.
Judge Jaclyn Day was appointed as a Workers’ Compensation Judge in July 2025 and is assigned to the Uniontown office. Prior to her appointment, Judge Day was an Assistant Counsel within the Office of Chief Counsel at the Pennsylvania Department of Labor and Industry (L&I), where she represented the Uninsured Employers Guaranty Fund, Self-Insurance Guaranty Fund, Subsequent Injury Fund and Supersedeas Fund. Judge Day received a B.A. in Corporate Communications from Robert Morris University, as well as a J.D. and Certificate in Administrative and Constitutional Law from Widener University Commonwealth Law School.
Vito DeLuca is a private practice attorney who also serves as Chief Artificial Intelligence Officer and First Assistant Solicitor for Luzerne County, Pennsylvania. He is the co-founder of Swif7Edge, a technology consulting and staffing firm focused on AI and cybersecurity. Vito regularly consults and speaks on the responsible and ethical use of AI solutions in government and business. He holds a J.D. from the University of Pittsburgh, an M.B.A. from Cornell University, and a B.S. in Accounting from King’s College. He is currently completing graduate degrees in Cybersecurity at New York University and Artificial Intelligence at George Washington University. He also completed an intensive AI, machine learning, deep learning, and natural language processing bootcamp at the Massachusetts Institute of Technology (MIT), further strengthening his expertise in emerging AI technologies and applications.
Bill Dempsey serves as the Executive Director of Program Development at Northeast Rehab, an independent multi-specialty physician group. Bill manages a wide range of services, including outpatient physician care, medical-legal services, and ancillary care service lines. He also leads marketing efforts, coordinates professional education programs, and manages government affairs. Bill's expertise in program development, branding, and statewide promotion highlights his contributions to health care innovation and advocacy.
Joseph DeRita, Esq. serves as a Workers’ Compensation Judge in the WCOA Malvern office handling adjudications and mediations in Chester, Lehigh, Berks and Lancaster counties. From 2018 to 2024, he served as the Director of the Workers’ Compensation Office of Adjudication, leading the transition from an exclusively in-person practice of law to today’s predominantly virtual practice. Prior to that appointment, he served as Workers’ Compensation Judge at the Allentown hearing office adjudicating and mediating cases in Allentown, Easton and Doylestown. Before embarking on public service, he represented injured workers for 28 years as a partner at the firm of Shor, Levin and DeRita, PC in Jenkintown and later as a sole practitioner. He graduated from St. Joseph’s University in Philadelphia with a B.A. in Industrial Relations in 1983. He earned his J.D. from Widener University School of Law in 1987, and an LL.M. in trial advocacy from the Temple University Beasley School of Law in 2005 where he earned the Faculty Achievement Award. He chaired the Workers’ Compensation Section of the Pennsylvania Trial Lawyers (Pennsylvania Association for Justice) from 1997-1998. He co-chaired the Workers’ Compensation Section of the Philadelphia Bar Association in 2002 and served on its Executive Committee from 2001-2003. He earned the Workers’ Compensation Law Certified Specialist designation in 2013 from the PBA Workers’ Compensation Law Section. He served on the WC Conference Planning Committee from 2019-2024 and has been a frequent presenter. He co-chaired the Planning Committee for the annual PBA WC Section Bench/Bar and Practice and Procedure CLE seminars. He was on the executive committee of the Workers’ Compensation Research Institute, a member of the International Association of Industrial Accidents Boards and Commissions (IAIABC) and the National Association of Workers’ Compensation Judiciary. In March 2022, he was inducted into the College of Workers’ Compensation Lawyers (CWCL).
Christopher DiMeo is a partner with the firm of Carpenter, McCadden and Lane, LLP. He is certified as a specialist in the practice of Workers’ Compensation law by the Pennsylvania Bar Association’s Section on Workers’ Compensation law as authorized by the Pennsylvania Supreme Court since May 1, 2013, recertified in 2018 and 2023. In addition, Chris held a certification as a Certified Medicare Secondary Payer Professional (CMSP) from 2018 through 2024. He is a member of the Pennsylvania Self-Insurers’ Association (PSIA), the Greater Philadelphia Executive Claims Council (GPECC), CLM and the Delaware County Bar Association. Chris received a B.A. in Political Science from The Pennsylvania State University and his Juris Doctor from Widener University School of Law, where he graduated cum laude. Chris has concentrated his legal practice on the representation of employers and insurance carriers in the area of workers’ compensation since 2001.
Neil T. Dombrowski is managing attorney for The Dombrowski Group, PC, which represents employers and insurers in Pennsylvania and New Jersey Workers’ Compensation matters. Dombrowski advises and represents employers and their carriers throughout the Commonwealth. He serves as co-chair of the Pennsylvania Defense Institute’s Workers’ Compensation section. He is a member of the Pennsylvania Bar Association, Philadelphia Bar Association, and Inns of the Court. He has served as a speaker at professional seminars held by the Pennsylvania Defense Institute, at the Pennsylvania Bar Association Fall section meeting, the Philadelphia Bar Association’s Workers’ Compensation section, the BWC Conference, and presented to the Pa. House Labor and Industry Committee. He routinely provides on-site and virtual presentations to employer and insurance claim professionals. Dombrowski graduated from Indiana University of Pennsylvania, cum laude, in 1983, with a B.A. and received his Juris Doctor from the University of Dayton School of Law in 1986. Following his graduation from law school, he served as a regional counsel for the Pennsylvania Bureau of Workers’ Compensation. He subsequently became a partner at a Center City Philadelphia defense firm before going on to found The Dombrowski Group, PC in 2003.
Gregory J. Fischer is certified as a specialist in the practice of workers’ compensation law by the Pennsylvania Bar Association’s Section on Workers’ Compensation Law as authorized by the Pennsylvania Supreme Court. Fischer is the head of the workers’ compensation practice group at Summers McDonnell, Hudock, Guthrie and Rauch in Pittsburgh, having also previously held that role at Gaitens, Tucceri and Nicholas, where he was a partner. Fischer has over 25 years of experience defending employers and insurers in all aspects of Pennsylvania workers’ compensation litigation. This includes both trial and appellate level work up to the Pennsylvania Supreme Court, having primarily focused on this practice throughout his career. He also has experience representing employers and insurers in Federal Black Lung litigation. He was among the first group of attorneys in Pennsylvania to take, and pass, the test for certification as a workers’ compensation specialist in March 2013, and has maintained that certification since. Fischer has served multiple terms as a member of the Allegheny County Bar Association Workers’ Compensation Section Council, serving as an at-large member. He is also a member of the planning committee for the 2026 Workers’ Compensation Bureau Conference and has served on the committee since 2015, working with representatives from all facets of the workers’ compensation community to develop the program for the conference. He has also served for several years on the committee for the Workers’ Compensation Section Golf Outing, which is the section’s largest charitable event, benefiting Kids’ Chance of Pennsylvania. Fischer is a 2000 graduate of the University of Pittsburgh School of Law, having also obtained his undergraduate degree from the University of Pittsburgh in 1997. He is licensed in both Pennsylvania and West Virginia, and regularly practices workers’ compensation law in both states.
Gregory W. Fox, Esquire is the Associate General Counsel of J. P. Mascaro and Sons, a fully integrated solid waste services company. As part of his duties, Greg is responsible for Mascaro’s Risk Management and Workers’ Compensation departments, including overseeing in-house and outside claims and legal personnel, working with insurance and vendor partners, coordinating with Safety, Human Resources, and Operations departments, and managing the self-insured workers’ compensation program for the company and its related entities. He is also a member of the Board of Managers of the Pennsylvania Workers’ Compensation Coalition, a thought-leader in the Pennsylvania Workers’ Compensation industry providing information and networking to industry stakeholders and advocating for sensible, sound, and fair Workers’ Compensation laws.
Ted Fricker is a 1998 graduate of Penn State University and has been in the insurance claims world ever since. He has worked as a multi-state, multi-line adjuster during his career handling workers’ compensation, commercial automobile, general liability, and property claims. Ted joined PMA Management Corp. in 2003 where he focused on handling workers’ compensation claims for self-insured employers, captive members and unbundled carrier insureds. From there, he performed various roles of ascending claims responsibility including claims management, account management, sales and program management. Ted’s career path has afforded him broad experience in all facets of claim management conducted within corporate and branch office settings. Ted shares his knowledge as a board member for the Pennsylvania Workers’ Compensation Coalition, an organization that is committed to the protection and improvement of Pennsylvania’s Workers’ Compensation laws and regulations for the various stakeholders involved.

Greenberg has extensive litigation experience in commercial, general casualty, and workers' compensation matters and is a recognized authority in the field of Pennsylvania workers' compensation law. Rob Guillory is a U.S. Navy veteran, serving from 2005 to 2010 in the Navy Nurse Corps. Diane Hovan has over 25 years of experience in Pennsylvania workers’ compensation. Joseph C. Huttemann is a partner at Martin Law and has concentrated his practice in the area of workers’ compensation litigation since 1992. Prior to joining the firm in 1997, Huttemann defended workers’ compensation claims for insurance carriers and employers. In addition to the litigation of many workers’ compensation claims for over 30 years, he has also written extensively on the Pennsylvania Workers’ Compensation Act. He earned his J.D. from the University of Denver in 1990, receiving the Howard Jenkins Jr. award in Labor Law. Mike has been representing injured workers and labor unions for over 30 years. Honorable Holly A. San Angelo was appointed Director of the Workers’ Compensation Office of Adjudication on December 20, 2024 by L&I Secretary Nancy A. Walker. Director San Angelo became a Workers' Compensation Judge in May 2012 and then Judge Manager of the Southeastern District in March 2018. Director San Angelo was the 2014 Judge co-chair of the Workers' Compensation Section of the Philadelphia Bar Association. During her tenure, she served as a member of the Bench Bar Association. The 2014 co-chairs were also the first to introduce philanthropy to the section, which has since evolved to make the section the most philanthropic among its peers.
