Katharine Paisley is the Director of Legislative Affairs and Policy for the Department of Revenue (DOR). In this role, she serves as the agency’s main liaison with the Shapiro Administration and the General Assembly, and works to maintain strong relationships with legislators and key stakeholders.
Paisley is also responsible for analyzing legislative proposals to determine their fiscal impact and advocating for legislation on behalf of the Governor and DOR. Additionally, her office works on a daily basis with House and Senate members by answering questions pertaining to state tax issues, rules and regulations, constituent inquiries, and DOR operations.
Paisley first joined DOR in 2023 as the agency’s Director of Policy. She was promoted to her current role in 2025.
Prior to joining DOR, Paisley served as a government and regulatory affairs analyst at Ballard Spahr LLP, working with clients on a variety of issues including gaming, pharmaceutical distribution, alternative energy, government procurement, and economic development. She also worked for the U.S. House of Representatives from 2011 to 2014, and as an in-house lobbyist for the Depository Trust and Clearing Corporation (DTCC).
Paisley is a proud University of Delaware Blue Hen, and earned her master’s degree in public policy from Temple University. She lives in Philadelphia with her husband, Harry.
