Harrisburg, PA – Today, the Shapiro Administration marked another milestone in its ongoing work to modernize state workplaces and improve efficiency across government operations as the Department of General Services (DGS) Deputy Secretary Cathy Califano, and State Inspector General Michelle Henry unveiled the Office of State Inspector General (OSIG)’s newly renovated workspace at Forum Place.
The renovation is part of the Shapiro Administration’s Space Optimization and Utilization Project (SOUP), a broader workplace modernization strategy led by DGS to optimize the Commonwealth’s real estate portfolio, reduce inefficiencies, and reinvest in high-quality, right-sized office environments for employees returning to in-person work. By 2033, SOUP is expected to generate savings across state government of more than $180 million in lease costs.
“This is exactly what smart government looks like, making strategic investments that improve how we work while being responsible stewards of taxpayer resources,” said DGS Secretary Reggie McNeil. “By rethinking how space is used and modernizing key facilities, we’re delivering better outcomes for agencies and the people they serve.”
OSIG’s upgraded office includes redesigned workstations, enhanced collaboration areas, and improved overall layout efficiency, supporting both individual productivity and team-based work. The project also reflects ongoing efforts to align workplace investments with evolving workforce needs and operational priorities.
“Our state-of-the-art facility is already beginning to meet our needs and will allow us to innovate into the future,” said State Inspector General Michelle Henry. “The renovated space is one that our agency is excited and proud to report to each day, and where we can continue to protect public benefits and maintain the integrity of the commonwealth.”
Following the ribbon-cutting ceremony, attendees were invited to tour the newly renovated space and see firsthand how the improvements support a more modern, effective government workplace.
“This renovation demonstrates how intentional design and data-driven planning can transform the way agencies operate,” said Cathy Califano, DGS Deputy Secretary for Administration and Real Estate. “We’ve created a space that not only meets the needs of today’s workforce but positions OSIG for long-term success.”
DGS will continue advancing similar projects across the Commonwealth as part of its long-term strategy to modernize facilities, maximize value, and ensure state employees have the environments they need to deliver results for Pennsylvanians.
