DGS Launches Annual Crow Dispersal Program at the State Capitol Complex

Public Advised of Possible Use of Exploding Shells During Evening Hours

HARRISBURG, PA – The Pennsylvania Department of General Services (DGS) will begin its annual Crow Dispersal Program at the State Capitol Complex on Monday, November 10, 2025, to help keep the area clean and safe for employees and visitors.

Over the past several years, the program has successfully reduced the number of crows roosting around the Capitol Complex. DGS will continue to monitor crow activity throughout the season and deploy deterrent measures between 5:00 p.m. and 7:00 p.m., as needed, until the birds relocate.

“Our goal each year is to balance the needs of Capitol operations with respect for our community,” said Jason Snyder, Deputy Secretary for Property and Asset Management. “We want to ensure residents and visitors are aware of the program so they’re not alarmed, while also keeping the grounds safe, clean, and enjoyable for all.”

To prevent unnecessary concern, the public is being notified that exploding shells and whistling devices, which are both approved by the U.S. Department of Agriculture for these purposes, may be heard during evening hours. These methods are non-lethal and pose no danger to people, animals, or the environment.

The annual crow dispersal efforts help minimize slippery walking conditions and protect the Capitol’s historic buildings from damage caused by crow droppings.
