The Small Business Reserve Program (SBR) data highlights the purchase order award activities conducted by various Commonwealth agencies during state fiscal year 2024-25 (July 1, 2024 through June 30, 2025) as of August 19, 2025.

The chart below highlights the distribution of purchase orders (POs), the participation of small businesses (SBs) in those POs, and the total award value across various agencies, with a year-over-year fiscal comparison.

Key insights from the data:

  •  316 small businesses were awarded 1,292 purchase orders, totaling $77.6 million; exceeding the $59.9 million forecasted goal.
  • The Commonwealth’s total SBR spend increased significantly from $50.0M in FY23/24 to $77.6M in FY24/25, representing a 55% growth year-over-year. The data highlights the strong collaboration between the Department of General Services (DGS) - Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO) alongside our agency partners. Together, our shared commitment enabled us to expand opportunities for small businesses while advancing the priorities of the Shapiro-Davis Administration.
  • The chart below illustrates the extensive involvement of agency engagement in supporting DGS self-certified small businesses through their purchasing activities.
