Department of General Services Seeks Public Comment on Plan Outlining Future Use of SCI Pittsburgh Property

Harrisburg – The Pennsylvania Department of General Services is inviting the public to review an online summary presentation and provide comments on the land use feasibility study for the future disposition of the former State Correctional Institution (SCI)-Pittsburgh. The review and comments/questions submission period is currently open and runs through June 23, 2023.

The SCI-Pittsburgh property covers approximately 21.7 acres and includes 42 buildings and supporting structures in Pittsburgh along the banks of the Ohio River. Originally opened in 1878 as the Western State Penitentiary, the facility was permanently closed for operation in 2017.

In July 2022, the Department of General Services awarded a contract to Michael Baker International, Inc. to conduct a land use feasibility study of the SCI-Pittsburgh property to determine its highest and best use and evaluate its current physical condition to determine possible alternative uses. The study recommendations will not only take into consideration the economic perspective, but also the property's historical significance.

The General Assembly, through Act 24 of 2022, authorized the Department of General Services to sell the property through a competitive solicitation for proposal process and when finalized, the plan will aid in this process.
