Prior to joining PHRC as the Human Resources Director, Warren Bubb is a dedicated Human Resources leader with over a decade of experience in workforce development, training and development, and organizational compliance across healthcare, nonprofit, and government sectors. He has led large-scale onboarding and learning initiatives, developed impactful training programs, and supported regulatory compliance efforts that strengthen workforce performance and engagement. As a previous DEI Co-Chair, Warren is deeply passionate about advancing diversity, equity, and inclusion and believes that building strong, inclusive workplace cultures is essential to organizational success, employee engagement, and long-term sustainability.
Warren holds a Master of Organizational Leadership with a concentration in Human Resources Management and a Master of Management with a concentration in Training and Development from Colorado State University. He also proudly served eight years in the Pennsylvania Army National Guard, where he developed strong leadership, mentorship, and career coaching skills that continue to influence his commitment to empowering and developing others.
