Frederick Fischer serves as the Special Assistant to the Executive Director at the Pennsylvania Human Relations Commission. Fischer comes to this role with a wealth of government and administrative experience centered around constituent and stakeholder services, legislative knowledge, and community building.
Adopted from Russia and raised in Delaware County by a union carpenter and a social worker, Fischer learned from his parents early on the values of community, advocacy, and lifelong learning. After graduating from Ridley High School, he enlisted in the U.S. Army, serving as a Human Resources Specialist with the 16th Engineers, 1st Armored Division, where he learned the value of selfless service.
Fischer then returned to Pennsylvania where he started his commonwealth career at the Department of State as a Clerical Assistant, providing support for the Bureau of Professional and Occupational Affairs. He later transitioned to the Pennsylvania House of Representatives, serving as a Legislative Assistant in Harrisburg for three members’ offices, where he continued to learn the importance of good governance and the legislative process. Most recently, Fischer served as an Administrative Officer at the Department of Labor and Industry where he oversaw clerical staff in the Healthcare Services Review Division and chaired the Bureau of Workers' Compensation's Rising Leaders program and Community Engagement Committee.
Now based in the PHRC’s Philadelphia office, Fischer remains active in his Pennsport community and the Avalon String Band. He is inspired by Paul Robeson’s words: “Get them to sing your song and they will want to know who you are.
