Adrian Garcia serves as PHRC's Deputy Director for Regional Operations and Housing. In this role, he provides strategic leadership and oversight over regional operations, human resources, procurement and housing to implement comprehensive civil rights and human rights objectives under the Pennsylvania Human Relations Act.   

Garcia has enjoyed a long career focused on ensuring equal consideration and representation at every level. Experienced in human relations, advertising, marketing, insurance and financial products and his degree from Palmer Business Institute have allowed him to serve his community locally and nationally - always with a focus on markets of inclusion.

Garcia’s innovative approach to equity has resulted in the creation of programs that have provided access and opportunity to housing for communities often forgotten or otherized. Landlord Mitigation Programs, Renter Education Programs, and Eviction Prevention Programs have formed part of his effort of Affirmatively Furthering Fair Housing.

In 2020, Adrian Garcia joined the Pennsylvania Human Relations Commission as Director of Fair Housing & Commercial Property. Under his leadership, Garcia successfully managed the Commission’s contractual relationships with the Department of Housing and Urban Development (HUD) and the Equal Employment Opportunity Commission (EEOC). In 2023, he led the publishing of the State of Fair Housing White Paper which presented a sobering picture of the housing situation in the commonwealth and provided recommendations for improvement.

In 2024, Adrian Garcia was promoted to Director of Enforcement & Compliance for the commission. Under his leadership the commission has undergone the development of a new case processing system to improve customer service to the people of the commonwealth and streamline investigative procedures. Garcia also implemented the new Office of Enforcement Administration which seeks to hold accountable those respondents that do not comply with Terms of Conciliations and Final Orders.

Among the many accolades he has received are City and State’s 2021 PA Power List 50 over 50, and the 2024 City and State Pennsylvania Impact Award. He is a proud Alumni of the Reverand Dr. Martin Luter King Jr. Leadership Development Institute, completed the EEOC PDO Leadership Institute, and most recently completed Strategic Management of Regulatory and Enforcement Agencies at the Harvard Kennedy School at Harvard University.
