Interim Philadelphia Regional Office Director 

Moira Crowe currently serves as the Interim Regional Director for the Philadelphia region. With more than a decade of progressive leadership experience in human resources, operations, employee relations, organizational development, and compliance, Crowe has built a proven record of driving organizational change, optimizing workforce performance, and strengthening operational efficiency.

Her expertise includes employee engagement, culture‑building, leadership coaching, talent acquisition, onboarding, training and development, performance management, succession planning, and strategic workforce planning. Crowe has developed and implemented policies, standard operating procedures, and process improvements that enhance accountability and elevate the employee experience.

Throughout her career, Crowe has led community engagement initiatives, employee recognition programs, volunteer events, diversity and inclusion efforts, and cross‑functional collaborations that foster positive, cohesive workplace cultures. She has overseen large‑scale operational projects such as office relocations, vendor partnerships, facilities operations, change‑management efforts, and business continuity planning.

With extensive experience conducting workplace investigations, resolving complex employee relations matters, ensuring regulatory compliance, and advising executive leadership, Crowe is skilled in strategic planning, project management, organizational communication, and developing high‑performing teams through collaboration, transparency, and continuous improvement.

Currently, Crowe oversees civil rights enforcement operations, including investigations, settlements, outreach, and administrative and fiscal management under the Pennsylvania Human Relations Act (PHRA) and the Pennsylvania Fair Educational Opportunities Act (PFEOA).

Crowe holds a Master of Science in Human Resource Development and a Human Resources Business Partner Certification from Villanova University, along with a Bachelor of Arts & Science in Business Administration, cum laude, and a minor in Spanish from The Catholic University of America.
