Harrisburg, PA — The Pennsylvania Department of General Services (DGS) today announced its Bureau of Vehicle Management (BVM) selected RTA’s Fleet360 software system to replace the Commonwealth's legacy fleet management system, helping participating agencies more efficiently manage state-owned and leased vehicles with a more modern platform. RTA is a fleet management software provider whose Fleet360 platform is used by public and private sector organizations to manage vehicle fleets through a single, integrated system.
The new system will streamline the Commonwealth’s vehicle maintenance, inspections, fuel tracking, work orders, and other day-to-day fleet operations while providing improved data collection to support vehicle replacement planning and more efficient fleet management.

The Bureau’s implementation of Fleet360 builds on a series of fleet modernization initiatives undertaken by the Shapiro Administration to improve stewardship of Commonwealth vehicle assets and enhance operational efficiency. Over the past three years, BVM has:
Replaced approximately 55 percent of its leased fleet with more fuel-efficient vehicles, helping reduce fuel consumption and operating costs.
Established a dedicated procurement unit to assist agencies with vehicle acquisitions and updated vehicle contracts to expand the availability of more fuel-efficient vehicle options.
Enhanced support for the Commonwealth’s growing fleet of electric vehicles by giving drivers the ability to use public charging stations with Commonwealth fuel payment cards.
The Fleet360 platform will further these efforts by providing improved visibility into fleet operations, maintenance activities, asset utilization, and lifecycle management. The Fleet360 platform is designed to support fleet operations with resources and tools, including:
Vehicle and equipment maintenance tracking
Preventive maintenance scheduling and inspection management
Work order and service workflow management
Asset lifecycle planning and reporting
Parts inventory management
Fuel and accident tracking
Centralized fleet documentation and operational records
“Our goal is to provide agencies with a modern fleet management platform that improves visibility into vehicle maintenance, asset utilization, and lifecycle management,” said James Fiore, Director of the Bureau of Vehicle Management (BVM). “Replacing our legacy system will help standardize processes across agencies, improve the quality and availability of fleet data, and support more informed planning and operational decision-making.”
The contract, awarded through the Sourcewell Cooperative Purchasing Agreement following an extensive information-gathering and evaluation process, will make the platform available to agencies participating in the Commonwealth fleet program, including those served by DGS's Bureau of Vehicle Management. The Pennsylvania Turnpike Commission and PennDOT maintain separate fleet operations; however, PennDOT will continue to have access to information related to vehicles leased through DGS.
