My First Days
In my first days as acting adjutant general, there is one thing that certainly stands out. The Department of Military and Veterans Affairs (DMVA) is filled with tremendous individuals who genuinely care about all of you – our veterans, service members, families and our youth.
That is why it is my honor to serve as the acting adjutant general and head an organization full of energy, vision and patriotism -- one with a commitment of serving those who served, and doing so with compassion and excellence.
I am excited that my new role will take me into communities throughout the commonwealth. Whether it is a big city or rural town, I am looking forward to meeting veterans and service members where you live and learning from you how DMVA can best meet your needs. Just as this publication has evolved into a much better product, so too will the DMVA’s ability to serve you and your families.
In less than two weeks we will celebrate Veterans Day. Please know that at DMVA, we celebrate and honor Pennsylvania’s nearly 700,000 veterans every day. Your sacrifices and legacy of protecting our freedom is not lost to us, ever.
With that said, I want to be one of the first to wish you a Happy Veterans Day! You are truly deserving of all the accolades you receive, not just on November 11, but all year long.

Veterans Day History
Abraham Lincoln played a significant role in shaping the commemoration of Veterans Day, originally known as Armistice Day. Lincoln’s legacy of caring for veterans continued after his assassination, influencing future leaders. The first observance of Armistice Day occurred on Nov. 11, 1919, marking the end of World War I. In 1954, after World War II and the Korean War, the day was officially renamed Veterans Day, expanding the focus from just those who died in the war to all American veterans.
Veterans Day holds significant importance for veterans, serving as a dedicated occasion to honor and recognize their sacrifices, service, and contributions to the nation. Veterans Day provides a platform for acknowledging the sacrifices made by service members, including time away from family, physical and emotional challenges, and the risks associated with military service. The day offers veterans the appreciation and gratitude of their communities and fellow citizens, reminding them that their sacrifices are valued and remembered.
The Pennsylvania Department of Military and Veterans Affairs (DMVA) is committed to fulfilling President Lincoln’s promise to support military service members and their families. We offer various benefits and services to veterans to have a quality of life.
Now known as Veterans Day, this date not only retains its historical significance but also highlights the importance of honoring American veterans for their patriotism, dedication, and sacrifices for the common good.
Marine Corps 249th Birthday: Honoring Veterans and Tradition
The United States Marine Corps (USMC) is one of the most esteemed branches of the U.S. military, recognized for its swift response capabilities and dedication to excellence. Founded on Nov. 10, 1775, the Marine Corps has significantly influenced American history, participating in numerous conflicts and shaping military strategy. Each year, the Marine Corps celebrates its birthday on Nov. 10, honoring its founding in 1775. This occasion not only commemorates the Corps' rich history but also serves as a heartfelt tribute to all veterans, past and present.
This day is particularly meaningful as it allows for recognition of the sacrifices made by Marines throughout various conflicts, from the Revolutionary War to modern operations. It underscores the core values of the Marine Corps: honor, courage, and commitment.
For veterans, the Marine Corps birthday is a chance to reconnect with fellow Marines and reflect on their service experiences. Many participate in local festivities, engaging in time-honored traditions that strengthen their sense of community and support. As part of the celebration, the commandant of the Marine Corps typically issues a Marine Corps birthday message, acknowledging the Corps' achievements and highlighting the importance of unity and purpose among Marines.
In summary, the Marine Corps birthday is a day of pride for all who have served. It honors the Corps' storied history while celebrating the sacrifices of veterans, reminding everyone of the enduring spirit of the United States Marine Corps.
New: World War II Veterans Recognition Medal
Wreaths Across America, along with the PA Senate Committee on Military & Veteran Affairs, is pleased to announce the development of the PA World War II Veterans Recognition Medal.
Any WWII veteran who resided in Pennsylvania during the time of their service in WWII is eligible to receive this medal. Medals will be presented to the WWII veterans at the Wreaths Across America ceremony on Saturday, December 14 beginning at noon. In addition to the medal, citation from the PA Senate, challenge coins and a Blanket of Honor will also be presented to the veteran. A luncheon to honor the veteran will be held immediately after the ceremony.

Diabetes and Veterans
November is Diabetes Awareness Month, highlighting the risks this disease poses to veterans. The VA acknowledges that diabetes may be connected to military service, particularly through exposure to pesticides. If you're a veteran who has or suspects you have diabetes, it's crucial to file a claim with the VA for treatment. The PACT Act has established presumptive conditions, potentially qualifying you for healthcare and compensation. Reach out to your county veteran service office or a local veteran service organization to find out how to apply for PACT Act consideration.
Agent Orange Awareness Month
October marks Agent Orange Awareness Month, a time to reflect on the devastating impact of Agent Orange. This month serves as an opportunity to honor those affected by the toxic chemical and to raise awareness about the long-term health consequences for veterans and civilians.
Agent Orange was a deadly herbicide used by the United States military to destroy Vietnam crops, which were used for cover and vegetation during the Vietnam War from 1961 through 1971.
The “Agent Orange Act of 1991” allowed the VA to recognize a wide range of illnesses as likely results of exposure, offering veterans the ability to pursue compensation and health services.
As of October 15, 2024, there are 144 veterans residing in our six veterans homes who have been exposed to Agent Orange, as confirmed by the VA.
For veterans and their families, the scars of Agent Orange remain - both seen and unseen - but through awareness and care, we can ensure their suffering is not forgotten.

Cybersecurity Awareness Month, Showcasing the PA National Guard Army Cyber Team
The Pennsylvania National Guard Army Cyber Team was active and busy during Cybersecurity Awareness Month in October.
The team conducts defensive cyber operations to secure the Department of Defense Information Network and is a commonwealth first response asset that provides surge capacity to national capabilities and focuses on domestic cyber operations. The team partners with local, state, and federal government organizations as well as academia, private industry, and international partners to provide cybersecurity assistance and on order, protects critical infrastructure and responds to state cyberspace emergencies as directed by the adjutant general or governor.
The team has been out providing community outreach to raise awareness about cybersecurity. The team recently met with the White House National Cyber Director Harry Coker to discuss challenges and opportunities in K-12 cybersecurity as well as presented on various cybersecurity topics at the Harrisburg University Cybersecurity Summit, Philadelphia Cybersecurity Day, Immaculata University Preparedness and Resilience Event, and the Intermediate Unit 9 Technology Directors meeting. The team also recently hosted a wi-fighter cyber challenge event for the Pequea Valley School District to raise awareness about cyber opportunities and teach learners various cyber skills.
In the past, the team conducted over 60 cybersecurity assessments for state, local government, and school district partners, provided election security assistance to the commonwealth for more than 15 state elections, and conducted more than 50 cyber training exercises and cyber hygiene events.

Soldiers Prep to Deploy
The third iteration of soldiers from the 213th Personnel Company, 213th Regional Support Group, are preparing to deploy to the Middle East to begin providing support for U.S. Central Command. They will be joining the other members of their company already on mission to increase regional security and stability in support of U.S. interests. All the servicemembers are thankful for the support that the Department of Military and Veterans Affairs provides as they continue to protect and serve our nation.
Celebrating Women in Aviation
The Pennsylvania Army National Guard recently celebrated women in aviation with an all-female flyover of the 13th annual March for the Fallen conducted at Fort Indiantown Gap. Crewmembers CW4 Heather Oglesby, CW4 Allison Moser, and Sgt. Victoria Glasgow flew a UH-60 Blackhawk helicopter over the event which is conducted to honor the memory of all fallen servicemembers who have made the ultimate sacrifice. Women have historically made up a small percentage of the service members in aviation with the first female U.S Army pilot graduating flight school only 50 years ago.

March for the Fallen 2024
Service members from across the state, along with members of the community, honored the memory of fallen men and women during an annually hosted march by the Pennsylvania National Guard and the USO. More than 300 participants engaged in four different races during this year’s event.

End of an Era-193rd Special Operations Wing
The 193rd Special Operations Wing recently said farewell to the last of its assigned EC-130J aircraft. This departure marks the end of the unit’s information broadcasting era, creating an open horizon for its newest MC-130J aircraft and focus on airdrop and refueling missions.

Hurricane Helene Relief Support-171st Air Refueling Wing
Thirteen guardsmen from the 171st Air Refueling Wing (ARW) travelled to Western North Carolina in support of natural disaster relief after the mass destruction caused by Hurricane Helene. Eleven of these guardsmen, assigned to the 171st ARW’s Fatality Search and Recovery Team, were sent after receiving special training to recover victims after mass casualty incidents.
Planting Trees for OPSEC-111th
Not only did the 111th Civil Engineering Squadron do good for the Earth by planting trees at Biddle Air National Guard Base – they also accomplished a task in support of the overall mission. The trees they planted offered operational security for the base, as both a physical barrier and visibility shield.

Fort Indiantown Gap is hosting an open house event on Saturday, Nov. 16 from 11 a.m. to 3 p.m. The day will feature a flyover, an appearance by Miss Pennsylvania, food trucks, live demonstrations, displays, live music, touch a truck and a rock wall.

On October 23, DMVA partnered with the Department of Drug and Alcohol Programs (DDAP) for Drug Take Back Day. Lt. Col. Max Furman represented DMVA, sharing the accomplishments of the PA Counterdrug Team over the years and thanking DDAP for including DMVA in the program.
Keystone State Challenge Academy
Keystone State Challenge Academy Tuition-Free Pathway to Graduation
The Keystone State ChalleNGe Academy (KSCA) is a 22-week residential leadership program located at Fort Indiantown Gap in Annville, PA. Youth ages 16-18 who are at -risk of not completing a high school education are provided the skills they need to succeed.
The KSCA is a 100% tuition-free pathway to high school graduation. The KSCA provides credit recovery for cadets to catch up with their graduating class in their home district, and the home district retains the state subsidy. The GED preparation and onsite testing are also educational choices for cadets who qualify.
In partnership with a cadet’s home district and the Capitol Area Intermediate Unit 15 (CAIU), KSCA provides coordination of the Lead Teacher for onsite Math, Science, Social Studies, Language Arts, and Special Education. All teachers are highly qualified and certified to provide curriculum in Pennsylvania. With the CAIU providing all educational services, KSCA can provide the skills to succeed and help the home district put the student back on a pathway to graduation.
Mr. McKeever, CAIU 15 Social Studies teacher states, “I have worked in three other school districts in my 20 plus years as an educator. This place is by far the best. I believe in the mission and can see the positive impact I make almost daily.”
Ms. Grove, CAIU 15 Special Education teacher, reports,
“I just love KSCA and the cadets. We work as a team to make sure that they are all successful. It is an amazing place to work.”

Unlocking Potential: The ASVAB Career Exploration Program (CEP)
The Department of Military and Veterans Affairs’ (DMVA) Policy Team is driving a renewed effort to spotlight the ASVAB Career Exploration Program (CEP), a dynamic tool designed to empower high school students in shaping their futures. The ASVAB CEP isn’t just about military careers—it’s a comprehensive, free resource that helps students identify their strengths and explore a wide range of career options, from civilian jobs to military pathways.
Through assessments in Math, Science, verbal communication, and technical skills, the ASVAB CEP provides personalized feedback, enabling students to understand how their abilities align with potential career choices. By offering insights into hundreds of career possibilities, this program encourages students to take control of their future, whether they’re aiming for college, technical training, or entering the workforce directly.
While the ASVAB is often linked with military recruitment, the DMVA Policy Team is actively working to dispel misconceptions. Taking the ASVAB does not obligate students to military service—it simply opens doors to opportunities, both in civilian careers and the military, for whichever path they choose. Through service in the Pennsylvania National Guard a student can choose both.
The DMVA Policy Team’s focus is clear: increase awareness and participation in the ASVAB CEP to ensure students have the tools and knowledge to make informed, confident career decisions. By promoting this valuable program, they’re helping young people turn their aspirations into action and paving the way for future success across Pennsylvania.
DMVA Advances Essential Updates to Veteran Program Regulations
The Pennsylvania Department of Military and Veterans Affairs (DMVA) is actively modernizing regulations to better serve veterans across the commonwealth. Working closely with the Governor’s Office of General Counsel, the PA House and Senate Veterans Affairs and Emergency Preparedness committees, and the Independent Regulatory Review Commission (IRRC), the DMVA is updating outdated regulations to reflect current needs.
In August 2024, the DMVA successfully moved to remove the expired Persian Gulf Conflict Veterans’ Benefit Program from the Pennsylvania Code following a favorable hearing. This essential step clears the way for new regulations.
The DMVA is now preparing a significant update to Title 43 Pa. Code Chapter 5, which includes modernizing the administration of key state veterans’ programs. Updates will focus on:
· Disabled Veterans Real Estate Tax Exemption Program
· Amputee and Paralyzed Veterans Pension Program
· Blind Veterans Pension Program
· Educational Gratuity Program
· Veterans Temporary Assistance Program
The regulatory review process is extensive, involving collaboration with various offices, including the Legislative Reference Bureau, the Attorney General’s Office, and the Office of the Budget. Public input is also considered through a comment period.
Though the review process can take up to two years, the DMVA is working diligently to ensure these regulatory changes are timely and impactful, ensuring that veterans and servicemembers receive the benefits and support they deserve.
Federal Congressional Outreach
The Pennsylvania Department of Military and Veterans Affairs (DMVA) is actively engaging the state's Congressional Delegation through bi-weekly online briefings that focus on a specific topic each session. These briefings include a 15-minute overview of recent efforts by the Pennsylvania National Guard (PNG) and Veterans Programs, followed by a 15-minute discussion. This format keeps federal lawmakers informed about key initiatives, progress, and policies affecting PNG members and nearly 700,000 veterans.
In the past year, we've highlighted significant achievements, such as the graduations at the Keystone State ChalleNGe Academy, the PNG’s transition to a sustainable operational readiness model, the introduction of new senior military leadership, and the outstanding support provided by our six veteran homes. We continue to seek new topics and offer more opportunities for discussion. These briefings ensure that elected officials stay updated and understand how they can support military readiness and veteran services.
Facilities and Engineering
Major Construction Projects at Fort Indiantown Gap Help Pave the Way to the Future
Since the first foundations were laid in the early 1930’s, and throughout its 93-year history, Fort Indiantown Gap (FTIG) has seen a multitude of new construction, demolition, and refurbishment of its infrastructure.
Whether it be buildings, roads, utilities, or other structures that make up the installation, all of this infrastructure must be in excellent condition and fully functional for the purpose it serves, which is to support the full-time employees and the personnel training here at any given time. To maintain its viability in the training arena, current FTIG infrastructure needs to be properly maintained, renovated, or demolished, or replaced if necessary if it can no longer serve the post’s employees and training audience. As times, the threat environment, and technology changes, new construction is often required, such as in the case of the recently constructed Main Access Control Point (ACP).
Fort Indiantown Gap continually has projects in the planning stages, or actively under way, and currently the post has eight World War II era buildings in the process of being renovated with several other projects being planned for new construction. Since most of the buildings constructed at the outset of WWII were intended as temporary structures, the fact that more than 700 of the original 1,200 buildings built for the war effort stand is a testament to the excellent initial construction, perpetual maintenance, and the many renovation projects performed over the years to keep them in service.
Renovations of the old wooden structures are performed by a variety of different organizations depending on the project requirements. The renovations may be performed by the Division of Installation Maintenance (DIM), the Directorate of Public Works (DPW), local civilian contractors, and/or troop labor. Troop labor, which normally involves vertical engineering units from different branches of the military, work on the projects during the performance of their Annual Training or weekend drill periods.
Upcoming major construction activities for the Installation include the second phase of the post waterline replacement project, renovation of the Troop Issue Subsistence Activity (TISA) warehouse, construction of a new consolidated multi-purpose complex that will be utilized for Soldier Readiness Processing (SRP), and the start of construction of the East Access Control Point (ACP), which is anticipated to commence sometime in November 2024.
All of the ongoing construction, renovation and demolition projects at FTIG help ensure that the Installation remains a viable and effective location to train our nations warfighters, and law enforcement communities.
