Driving in Pennsylvania with a Foreign Driver’s License

Welcome to Pennsylvania! We’re so glad you’re here and hope you have a great time exploring our beautiful state. 

If you are at least 16 years of age and have a valid driver’s license from your home country, you can drive in Pennsylvania.  You may only drive the same types of vehicles you’re licensed to drive back home, and you’ll need to follow any restrictions listed on your license. You are also required to follow Pennsylvania’s rules of the road; for more information on driving laws and safe driving practices, you can refer to the Pennsylvania Driver’s Manual, which is available online in more than 30 languages. 

Before you travel to the United States, you may choose to obtain an International Driving Permit (IDP) in your home country. An IDP provides a translation of your driver’s license into multiple languages, including English, and can be helpful during your visit. An IDP is not required to drive in Pennsylvania, and a valid foreign driver’s license is sufficient for eligible drivers.  

If you do have an IDP, you should always carry it along with your original driver’s license, so you are prepared if you are pulled over, involved in a crash, or need help in an emergency. An IDP does not replace your driver’s license and is not valid on its own.  

If you’re stopped by law enforcement, you will be asked to present your driver’s license along with valid vehicle registration and proof of insurance for the vehicle being operated. If for some reason your identity cannot be confirmed through your driver’s license, you may be asked to show your passport or visa.
