The Pennsylvania Fish and Boat Commission (Commission) is the Commonwealth agency with the authority to enforce Title 30 of the Pennsylvania Consolidated Statutes (The Fish and Boat Code). In addition, the Commission may promulgate such rules and regulations consistent with the provisions of the Fish and Boat Code. Before a regulation becomes final, the Commission must first publish a notice of proposed rulemaking in the Pennsylvania Bulletin seeking comments, objections, or suggestions from the public. Comments are accepted for at least 30 days.  After the public comment period, the Commission considers the proposed amendment on final rulemaking. If adopted on final rulemaking, the amendment becomes effective on the date of publication in the Pennsylvania Bulletin or other date specified by the Commission.

NOTICE - Proposed Changes to List of Wild Trout Streams; April 2026

At its meeting on April 27, 2026, the Fish and Boat Commission will consider changes to its list of wild trout streams. Under 58 Pa. Code § 57.11 (relating to listing of wild trout streams), it is the Commisson's policy to accurately identify and classify stream sections supporting naturally reproducing populations of wild trout as wild trout streams. Please refer to the notice for additional information. A link for public comment is included below.

NOTICE - Proposed Changes to List of Class A Wild Trout Streams; April 2026

At its meeting on April 27, 2026, the Fish and Boat Commission will consider changes to its list of Class A wild trout streams. Under 58 Pa. Code § 57.8a (relating to Class A wild trout streams), it is the Commisson's policy to manage self-sustaining Class A wild trout populations as a renewable natural resource to conserve that resource and the angling it provides. Please refer to the notice for additional information. A link for public comment is included below.

NOTICE - Mentored Youth Fishing Day Program; Trout - 2026

The Executive Director of the Fish and Boat Commission, acting under the authority of 58 Pa. Code § 65.20 (relating to Mentored Youth Fishing Day Program), has designated March 28, 2026 as Mentored Youth Fishing Day for trout, beginning at 8 a.m. and ending at 7:30 p.m., in stocked trout waters designated under 58 Pa. Code § 63.3 (relating to fishing in stocked trout waters) and the waters identified in the notice published in the Pennsylvania Bulletin that are normally closed to trout fishing on that date. NOTICE - Temporary Change to Fishing Regulations; Tobyhanna Lake, Monroe County

The Executive Director of the Fish and Boat Commission, acting under the authority of 58 Pa. Code § 65.25 (relating to temporary changes to fishing regulations), has taken immediate action to temporarily modify fishing regulations at Tobyhanna Lake, Monroe County, in anticipation of a complete drawdown of the lake. The Executive Director has lifted all seasons, sizes and daily limits for all species, except trout. The season, sizes and daily limits for trout at Tobyhanna Lake will remain under 58 Pa. Code § 61.1(d) (relating to Commonwealth inland waters). The Executive Director has found that this action is necessary and appropriate for management of fish at this lake.

NOTICE - Temporary Change to Fishing Regulations; Rose Valley Lake, Lycoming County

The Executive Director of the Fish and Boat Commission, acting under the authority of 58 Pa. Code § 65.25 (relating to temporary changes to fishing regulations), has taken immediate action to temporarily modify fishing regulations at Rose Valley Lake, Lycoming County, in anticipation of a complete drawdown of the lake. The Executive Director has lifted all seasons, sizes and daily limits for all species. The Executive Director has found that this action is necessary and appropriate for management of fish at this lake.

The Executive Director of the Fish and Boat Commission, acting under the authority of 58 Pa. Code § 65.25 (relating to temporary changes to fishing regulations), has taken immediate action to temporarily modify fishing regulations at Harris Pond, Luzerne County, in anticipation of a complete drawdown of the lake. The Executive Director has lifted all seasons, sizes and daily limits for all species. The Executive Director has found that this action is necessary and appropriate for management of fish at this lake.

NOTICE - Temporary Change to Fishing Regulations; Fords Lake, Lackawanna County

The Executive Director of the Fish and Boat Commission, acting under the authority of 58 Pa. Code § 65.25 (relating to temporary changes to fishing regulations), has taken immediate action to temporarily modify fishing regulations at Fords Lake, Lackawanna County, in anticipation of a complete drawdown of the lake. The Executive Director has lifted all seasons, sizes and daily limits for all species. The Executive Director has found that this action is necessary and appropriate for management of fish at this lake.

NOTICE - Seasonal Closure; Goldsboro Boating Access Area, Susquehanna River, York County

The Executive Director of the Fish and Boat Commission, acting under the authority of 58 Pa. Code § 53.4(a) (relating to limiting access to Commission property and other restrictions), has determined that the two northernmost parking lots at the Commission's Goldsboro Boating Access Area, Susquehanna River, York County, will be closed seasonally to vehicular traffic annually from November 1 to March 1.

NOTICE - Special Regulation Designation; Blue Hole Creek, Section 02

At its meeting on January 30, 2026, the Fish and Boat Commission approved the removal of Blue Hole Creek, Section 02 in Somerset County from its list of "stocked trout waters open to year-round fishing" regulated and managed under 58 Pa. Code § 65.19 (relating to stocked trout waters open to year-round fishing):

          PROPERTY - Amendment to Chapter 53; North East Access and Marina

          At its meeting on January 30, 2026, the Fish and Boat Commission approved this amendment to Chapter 53 (relating to commission property). This amendment cancels the Commission's restrictions that apply to the North East Access and Marina, which is no longer owned and managed by the Commission.

          NOTICE - Additions to the List of Class A Wild Trout Streams; January 2026

          The Fish and Boat Commission approved the addition of three waters to its list of Class A wild trout streams at its meeting on January 30, 2026. Under 58 Pa. Code § 57.8a (relating to Class A wild trout streams), it is the Commission's policy to manage self-sustaining Class A wild trout populations as a renewable natural resource to conserve that resource and the angling it provides. supporting naturally reproducing populations of trout as wild trout streams.

          At its meeting on January 30, 2026, the Fish and Boat Commission approved changes to its list of wild trout streams, including the addition of two stream sections  and the revision of the section limits of one stream. Under 58 Pa. Code § 57.11, it is the Commission's policy to accurately identify and classify stream sections supporting naturally reproducing populations of trout as wild trout streams.
