PHRC Announces Three Senior-Level Promotions Strengthening Leadership Across Enforcement, Operations, and Housing

Harrisburg, PA – The Pennsylvania Human Relations Commission (PHRC) announced three key promotions that further strengthen the agency’s leadership team and advance its mission to protect civil rights across the Commonwealth.

Desireé Chang has been promoted to Deputy Director for Enforcement, Policy, and Compliance, Adrian Garcia has been promoted to Deputy Director for Regional Operations and Housing, and Brittany Mellinger has been promoted to Director of Fair Housing and Commercial Property.

“On behalf of the Commission, I congratulate Desireé, Adrian, and Brittany on these well-deserved promotions,” said Commission Chair Joel Bolstein. “Their leadership strengthens the PHRC during a pivotal time for civil rights in our Commonwealth. We look forward to the innovative and impactful work they will continue to bring to the agency.”

Chang joined the PHRC in 2020 as a Civil Rights Mediator with the Mediation Division, she was promoted to Director of Education and Outreach in 2023. To read her full bio, visit our website.

The Deputy Directors for Regional Operations & Housing, and Enforcement, Policy, & Compliance will provide critical support to the Executive Director in leading the Commission’s mission to promote civil rights and ensure compliance with the Pennsylvania Human Relations Act and the Pennsylvania Fair Educational Opportunities Act. These roles require a strong commitment to social justice, organizational change, and collaboration with governmental partners and community stakeholders.

“I am grateful for the opportunity to lead this important work,” Mellinger said. “Fair and equitable housing is the foundation for strong communities. I look forward to guiding our statewide programs, supporting our regional partners, and helping eliminate housing discrimination wherever it occurs.”

As Director of Fair Housing and Commercial Property, Mellinger will be responsible for directing, planning, and managing statewide programs to prevent and eliminate discrimination in housing and commercial property, including matters related to the financing of housing and commercial property. She will supervise staff and coordinate programs with Regional Directors across the PHRC’s three regional offices.
