Harrisburg, PA —The Pennsylvania Human Relations Commission (PHRC) today announced the swearing-in of two commissioners. On October 26, 2026, Secretary of the Commonwealth Al Schmidt joined the PHRC for the swearing-in ceremony of Peter Speaks and Rev. Dr. Alyn Waller. With their swearing-in complete, the PHRC now has a full complement of 11 commissioners for the first time since 2019.
“We are pleased to welcome Commissioners Speaks and Waller,” said PHRC Interim Chair Curtis Jones, Jr. “Their addition strengthens the commission’s capacity to carry out its mission of protecting civil rights and ensuring equal opportunity across the Commonwealth.”
“With all eleven commissioners, seated we are better positioned to advance timely justice and strengthen accountability,” said PHRC Interim Executive Director Amber J.E. Harris. “I look forward to working with all of our commissioners to ensure that the promise of equal opportunity is reflected in the everyday experiences of the people we serve.”
The PHRC is comprised of eleven commissioners, appointed by the Governor and confirmed by the State Senate. These commissioners act as public liaisons, establish policies, and resolve some cases that are not settled voluntarily. The commission is independent and nonpartisan, with no more than six commissioners from one political party. The chairperson is appointed by the Governor, and the vice-chairperson, secretary, and assistant secretary are elected by commissioners each year. The commission needs either six members or a majority of appointed and qualified members to conduct business, and any action can be approved by the majority of those present.
“Reaching a full complement of eleven commissioners marks an important milestone for the PHRC,” said Deputy Executive Director Desireé Chang. “With a fully seated commission, we are better equipped to address the civil rights challenges facing our communities and to advance meaningful, timely solutions. This expanded leadership strengthens our ability to serve the people of Pennsylvania and reinforces our commitment to ensuring fairness, equity, and dignity for all.”
During the October meeting, the PHRC also reviewed its September 2026 investigative efforts. In September 2026, the PHRC oversaw 28 settlements totaling $176,347 in monetary relief, along with additional non‑monetary outcomes such as training and reasonable accommodations.
“Each settlement finalized in September represents a moment of justice for someone who experienced discrimination,” said Interim Deputy Executive Director Heather Roth. “Each settlement represents a Pennsylvanian who was heard, supported, and able to obtain meaningful relief. These outcomes are more than numbers. They reflect the critical role the PHRC plays in ensuring dignity and fairness for all.”
The PHRC also:
- docketed 167 cases.
- Commercial Property: 1
