How Rates Are Approved
There are two main phases in the rate review process each year:
Initial Rate Change Review
During the initial rate change review, insurers send us their proposed rates and documentation. We consider their future cost estimates, historical data, and forecasts for the coming year. We also look at other factors, such as the insurer's revenues, actual and projected profits, past rate changes, and the impact on Pennsylvania consumers.
Final Rate Change Decision & Approval
After the initial rate review, we send any necessary changes to the insurance company. Once those changes are made, we finalize and approve the rates for the upcoming plan year. We will then announce and publish the final rate change decision details.
Rate Filing Information for the Upcoming 2027 Plan Year
You can view the insurers’ initial rate requests and the final approved rates for this plan year. This list includes all individual and small group plans under the Affordable Care Act available in Pennsylvania this upcoming year.
Find Initial Rate Change Info - Look for the 'Requested Rate Change %' and the 'Initial Rate Change Request Summary'.
- Open Comment Period - We invite consumers to share their thoughts on the initial rate change info. Send comments to ra-rateform@pa.gov. This comment period lasts 60 days from the announcement of the initial rate change request. Written comments may appear on our website.
Find Approved Rate Change Info - After the review and comment period ends, we will update the website with the ‘Approved Rate %’ and the ‘Final Rate Change Decision Summary.’
