Bureau of Property and Casualty Insurance
The Bureau of Property and Casualty Insurance reviews insurance rates, rules, and form filings. Its job is to make sure that rates charged in Pennsylvania are not excessive, inadequate, or unfairly discriminatory. The bureau also ensures that insurance policies sold in Pennsylvania comply with all federal and state laws and regulations.
The Actuarial Review Division reviews rates and rating rules, while the Policy Review Division reviews insurance policies.
The bureau licenses rating organizations, registers advisory organizations, approves self-insurance trusts for medical professional liability insurance issued to health care providers, and administers data-collection efforts known as data calls. In addition, it helps the Bureau of Consumer Services review Plans of Withdrawal and Transition.

- The fee can be paid as a filing fee in SERFF when you apply to be licensed as a rating organization, if applicable.
- The required information should be sent in SERFF under filing type “Other." There is no application; please just submit a filing in SERFF that includes the required information.
