Office of Product Regulation

The Office of Product Regulation reviews and regulates insurance rates and policy forms sold in Pennsylvania. The office oversees accident and health insurance, life insurance, and property and casualty insurance.

Bureau of Property and Casualty Insurance

The Bureau of Property and Casualty Insurance reviews insurance rates, rules, and form filings. Its job is to make sure that rates charged in Pennsylvania are not excessive, inadequate, or unfairly discriminatory. The bureau also ensures that insurance policies sold in Pennsylvania comply with all federal and state laws and regulations. 

The Actuarial Review Division reviews rates and rating rules, while the Policy Review Division reviews insurance policies.

The bureau licenses rating organizations, registers advisory organizations, approves self-insurance trusts for medical professional liability insurance issued to health care providers, and administers data-collection efforts known as data calls. In addition, it helps the Bureau of Consumer Services review Plans of Withdrawal and Transition.

The Bureau of Life, Accident and Health Insurance oversees policy forms and rates for life, accident, and health insurance products sold in Pennsylvania. It ensures that insurance companies follow state and federal laws.

Rate and Form Review

Reviewing filings to make sure insurance rates are not excessive, inadequate, or unfairly discriminatory, and confirming that policy language is clear and compliant.

Mental Health Parity

Strengthening reviews of health plans to ensure mental health and substance use disorder benefits are covered fairly and on equal terms with medical and surgical benefits, as required by the Mental Health Parity and Addiction Equity Act (MHPAEA).

Affordable Care Act (ACA) Rates and Forms

Managing rate and form updates for Affordable Care Act (ACA) plans across several markets.

Bureau of Health Coverage Access, Administration, and Appeals (HCA3)

The Bureau of Health Coverage Access, Administration, and Appeals (HCA3) reviews and monitors the quality of care provided to consumers by insurers and managed care plans.

The bureau works with consumers and providers to identify problems associated with cost, quality, and access within the health coverage industry.
