The Pennsylvania Bureau of Liquor Control Enforcement Welcomes Eight New Officers During Graduation Ceremony

Governor Josh Shapiro continues to aid in PSP’s mission to protect the safety of Pennsylvania communities.

Harrisburg, PA The Pennsylvania Bureau of Liquor Control Enforcement (BLCE) welcomed eight new Liquor Enforcement Officers (LEOs) today during a graduation ceremony for the 34th LCE Class at the Pennsylvania State Police Academy in Hershey.

Over the last 16 weeks, this dedicated group of women and men have become professionals in liquor control enforcement, developing the skills, discipline, and commitment necessary to serve others and uphold Pennsylvania’s liquor laws,” said Major Robert L. Bailey, Director of the Bureau of Liquor Control Enforcement. “I am extremely proud of the 34th LCE Class and have no doubt they will aid in our ongoing effort to ensure liquor establishments can operate safely across the Commonwealth.”     

The new LEOs received the following assignments: 

  • Kyah E. Crum is assigned to the Philadelphia District Office.
  • Marco Fiore is assigned to the Punxsutawney District Office.
  • Ashton M. Imes is assigned to the Allentown District Office.
  • Heather M. Lifschutz is assigned to the Allentown District Office.
  • Viktor R. Madzhirski is assigned to the Allentown District Office.
  • Nicholas E. Moreland is assigned to the Philadelphia District Office.
  • Hezouwe Ngani is assigned to the Philadelphia District Office.
  • Shawn M. Schreck is assigned to the Allentown District Office.

LEOs play a vital role in upholding Pennsylvania’s liquor laws. Their primary duties include conducting inspections and investigations across licensed establishments, both in uniform and plainclothes assignments, to ensure regulatory compliance and protect public safety.

Today’s ceremony comes just a few weeks after the Pennsylvania State Police (PSP) welcomed 69 new Troopers during a graduation ceremony for the 175th Cadet Class.

Governor Josh Shapiro’s 2026-27 budget plan continues to aid in PSP’s mission to protect the safety of Pennsylvania communities by calling for a $16.2 million investment to support four additional cadet classes, approximately 380 troopers.

Since taking office, the Shapiro Administration has secured funding for twelve cadet classes to train over 1,000 new Pennsylvania State Troopers. To date, 626 cadets have graduated and joined the ranks of PSP under Governor Shapiro’s leadership.

The 175th Cadet Class is the fifth class to graduate from the PSP Academy without a college credit requirement for the position of trooper, and 55% of those cadets would not have been eligible if the Shapiro-Davis Administration had not waived the college credit requirement for applicants in August 2023.
