Harrisburg, PA - Pennsylvania State Police announced two members were promoted to the rank of major, three attained the rank of captain, and four were promoted to lieutenant. All were recognized at a promotion ceremony on November 15.
William W. Cawley Jr. Promoted to Major
Pennsylvania State Police Commissioner Robert Evanchick promoted William W. Cawley Jr. to major and assigned him as director of the Bureau of Research and Development.
Major Cawley most recently served as director of the Basic Training Division in the Bureau of Training and Education. A native of Archbald, Lackawanna County, he enlisted in 1999 and was assigned to Troop K, Skippack upon graduation from the academy.
As he progressed through the ranks, Major Cawley served in troops K, M, N, and R; the Bureau of Criminal Investigation, Drug Law Enforcement Division; and the Bureau of Training and Education. He was promoted to corporal in 2009, sergeant in 2011, lieutenant in 2016, and captain in 2020.
Major Cawley is a 1992 graduate of Valley View High School, attended Central Texas University, and obtained a degree from the Community College of the Air Force. He is a graduate of the Northwestern University Center for Public Safety, School of Police Staff and Command.
Major Cawley served five years in the U.S. Air Force and attained the rank of senior airman. He served three years as a member of the U.S. Air Force Presidential Honor Guard in Washington, DC.
Peter P. Gutowski Sr. Promoted to Major
Pennsylvania State Police Commissioner Robert Evanchick promoted Peter P. Gutowski Sr. to major and assigned him as director of the Bureau of Integrity and Professional Standards.
Major Gutowski most recently served as the commanding officer of Troop R, Dunmore. A native of Pittston Township, Luzerne County, he enlisted in 1996 and was assigned to Troop N, Swiftwater upon graduation from the academy.
As he progressed through the ranks, Major Gutowski served in troops N, M, and R. He was promoted to corporal in 2007, sergeant in 2009, lieutenant in 2016, and captain in 2019.
Major Gutowski is a 1989 graduate of Pittston Area High School and a 1993 graduate of the University of Scranton.
Robert L. Bailey Promoted to Captain
Pennsylvania State Police Commissioner Robert Evanchick promoted Robert L. Bailey to captain and assigned him as commanding officer of Troop L, Reading.
Captain Bailey most recently served as the station commander at Troop H, Newport. A native of Philadelphia, he enlisted in 2007 and was assigned to Troop J, Avondale upon graduation from the academy.
As he progressed through the ranks, Captain Bailey served as a corporal in Troop J and the Bureau of Integrity and Professional Standards, a sergeant in the Policy and Legislative Affairs Office, and as a lieutenant in the Bureau of Training and Education and Troop H. He was promoted to corporal in 2013, sergeant in 2016, and lieutenant in 2018.
Captain Bailey is a 1999 graduate of Saint John Neumann High School and went on to graduate with his bachelor's and master's degrees from Millersville University in 2005 and 2012. He is currently pursuing his doctoral degree from West Chester University.
Devon M. Brutosky Promoted to Captain
Pennsylvania State Police Commissioner Robert Evanchick promoted Devon M. Brutosky to captain and assigned him as the director of the Basic Training Division, Bureau of Training and Education.
Captain Brutosky most recently served as the Criminal Investigation Section commander at Troop N, Hazleton. A native of Black Creek Township, Luzerne County, he enlisted in 2002 and was assigned to Troop K, Skippack upon graduation from the academy.
As he progressed through the ranks, Captain Brutosky served in troops K, L, J, and N and the Bureau of Integrity and Professional Standards, Internal Affairs Division. He was promoted to corporal in 2009, sergeant in 2013, and lieutenant in 2017.
Captain Brutosky holds a bachelor's degree in criminal justice from the Pennsylvania State University, and he is a graduate of the Northwestern University Center for Public Safety, School of Police Staff and Command.
Michael A. Walsh Promoted to Captain

Captain Walsh most recently served as the Patrol Section commander at Troop R, Dunmore. A native of Pittston, Luzerne County, he enlisted in 2005 and was assigned to Troop M, Fogelsville upon graduation from the academy.
As he progressed through the ranks, Captain Walsh served in troops M, N, and R. He was promoted to corporal in 2013, sergeant in 2017, and lieutenant in 2020.
Captain Walsh is a 1999 graduate of Pittston Area High School and attended Misericordia University. He is a graduate of the Northwestern University Center for Public Safety, School of Police Staff and Command.
Captain Walsh served eight years in the United States Marine Corps and attained the rank of sergeant.
Mary L. Gausman Promoted to Lieutenant
Pennsylvania State Police Commissioner Robert Evanchick promoted Mary L. Gausman to lieutenant and assigned her as commander of the Recruitment Services Section in the Bureau of Training and Education.
Lieutenant Gausman most recently served as the Criminal Investigation Section supervisor at Troop C, Punxsutawney. A native of Kane, McKean County, she enlisted in 2003 and was assigned to Troop F, Coudersport upon graduation from the academy.
As she progressed through the ranks, Lieutenant Gausman served exclusively in Troop C, holding positions of patrol corporal, crime corporal, and sergeant. She was promoted to corporal in 2016 and sergeant in 2018.
Lieutenant Gausman is a graduate of Kane Area High School and attended Edinboro University, where she earned a Bachelor of Science degree in chemistry. She is a graduate of the Northwestern University Center for Public Safety, School of Police Staff and Command.
Kyle S. Griffith Promoted to Lieutenant
Pennsylvania State Police Commissioner Robert Evanchick promoted Kyle S. Griffith to lieutenant and assigned him as station commander of Troop N, Stroudsburg.
A native of Bethlehem, Northampton County, Lieutenant Griffith enlisted in 2005. Upon graduation from the academy, he was assigned to Troop K, Media. From there, he transferred to Skippack and, in 2008, to Troop M, where he served in the Patrol Unit at Dublin and Criminal Investigative Units at Bethlehem and Belfast.
As he progressed through the ranks, Lieutenant Griffith served as a patrol corporal at Troop M, Fogelsville and the crime unit corporal at Troop M, Dublin. Upon promotion to sergeant, he served as the Patrol Section supervisor at Troop N, Stroudsburg; station commander at Troop N, Lehighton; Crime Section supervisor at Troop M, Bethlehem; and station commander at Troop M, Dublin. He was promoted to corporal in 2016 and sergeant in 2018.
Lieutenant Griffith holds a bachelor's degree from Kutztown University and a master's degree from Saint Joseph's University in criminal justice. He is a graduate of the Northwestern University Center for Public Safety, School of Police Staff and Command.
Jere M. Ustonofski Promoted to Lieutenant
Pennsylvania State Police Commissioner Robert Evanchick promoted Jere M. Ustonofski to lieutenant and assigned him as the Staff Services Section commander at Troop N, Hazleton.
Lieutenant Ustonofski most recently served as the station commander at Troop N, Bloomsburg. A native of Hazle Township, Luzerne County, he enlisted in 2002 and was assigned to Troop K, Media upon graduation from the academy.
Upon his transfer from Troop K, he was assigned to Troop N and served in the patrol units of the Fern Ridge and Hazleton stations, where he also served as a deputy fire marshal. Upon promotion to corporal in 2011, he was assigned to Troop L, Reading, where he served as a patrol unit supervisor at the Reading and Jonestown stations. He later transferred back to Troop N, where he served as a patrol unit supervisor at the Swiftwater and Hazleton stations.
Lieutenant Ustonofski was promoted to sergeant in 2020 and served as the patrol section supervisor at the Stroudsburg and Hazleton stations until he was appointed station commander at Bloomsburg.
Lieutenant Ustonofski is a 1995 graduate of Hazleton Area High School and a 1999 graduate of the Pennsylvania State University. He is also a graduate of the 13th Pennsylvania State Police Leadership Development Program.
James A. Youngblood Jr. Promoted to Lieutenant
Pennsylvania State Police Commissioner Robert Evanchick promoted James A. Youngblood Jr. to lieutenant and assigned him as station commander of Troop R, Blooming Grove.
Lieutenant Youngblood most recently served as the Criminal Investigation Section supervisor at Troop P, Wilkes-Barre. A native of Dallas, Luzerne County, he enlisted in 2004 and was assigned to Troop J, Embreeville upon graduation from the academy.
As he progressed through the ranks, Lieutenant Youngblood served in troops J, N, and P. He was promoted to corporal in 2013 and sergeant in 2018.
Lieutenant Youngblood is a 1995 graduate of Wyoming Valley West High School and attended Lackawanna Junior College. He served four years as a municipal police officer in Luzerne County and five years as a Baltimore County police officer.
