Harrisburg, PA – Lieutenant Colonel George L. Bivens, Acting Commissioner of the Pennsylvania State Police, today announced the promotions of one major, one captain, nine lieutenants, and one Troop Administrative Manager during a ceremony at the Pennsylvania State Police Academy in Dauphin County.
Promoted to Major
Major Dustin C. Shireman is assigned as the director of the Bureau of Research and Development. Major Shireman enlisted in the State Police in 2007. He achieved promotions to corporal in 2015, sergeant in 2017, lieutenant in 2021, and captain in 2023.
Promoted to Captain
Captain Michael A. Stoner is assigned as the assistant director of the Bureau of Records and Identification. Captain Stoner enlisted in the State Police in 2006. He achieved promotions to corporal in 2012, sergeant in 2017, and lieutenant in 2021.
Promoted to Lieutenant
Lieutenant Gregory M. Bacher, Jr. is assigned as the Staff Services Section Commander of Troop A, Greensburg. Lieutenant Bacher enlisted in the State Police in 2010. He achieved promotions to corporal in 2020 and sergeant in 2023.
Lieutenant Gregory T. Bogan is assigned as the Staff Services Section Commander of Troop D, Butler. Lieutenant Bogan enlisted in the State Police in 2007. He achieved promotions to corporal in 2016 and sergeant in 2020.
Lieutenant Timothy C. Cutshaw is assigned as the commander of the Unmanned Aerial System Section, Aviation Division, Bureau of Emergency and Special Operations. Lieutenant Cutshaw enlisted in the State Police in 2011. He achieved promotions to corporal in 2018 and sergeant in 2024.
Lieutenant William E. Foutz is assigned as the Executive Officer to the Deputy Commissioner of Operations. Lieutenant Foutz enlisted in the State Police in 2007. He achieved promotions to corporal in 2013 and sergeant in 2024.
Lieutenant Timothy M. Jeter is assigned as the Station Commander, Troop J, York. Lieutenant Jeter enlisted in the State Police in 2013. He achieved promotions to corporal in 2021 and sergeant in 2024.
Lieutenant Michael J. Keating is assigned as the Staff Services Section Commander of Troop N, Hazleton. Lieutenant Keating enlisted in the State Police in 2007. He achieved promotions to corporal in 2016 and sergeant in 2022.
Lieutenant Scott A. Maskowski is assigned as the Station Commander, Troop F, Milton. Lieutenant Maskowski enlisted in the State Police in 2012. He achieved promotions to corporal in 2018 and sergeant in 2021.
Lieutenant Sean M. Waters is assigned as the Commander, Investigative Services Section, Special Investigations Division, Bureau of Criminal Investigation. Lieutenant Waters enlisted in the State Police in 2007. He achieved promotions to corporal in 2017 and sergeant in 2023.
Lieutenant Jonathan D. Wooster is assigned as the Station Commander at Troop F, Montoursville. Lieutenant Wooster enlisted in the State Police in 2012. He achieved promotions to corporal in 2018 and sergeant in 2021.
Promoted to Troop Administrative Manager
Troop Administrative Manager Amy R. Reichert is promoted and assigned to Troop M, Bethlehem. TAM Reichert began her career with the State Police in 2005 as a Clerk 2 at the Communications Desk at Troop L, Reading, before being promoted to Clerk-Typist 2 within the Troop L Administrative Office and later to Clerk-Typist 3.
