Harrisburg, PA – Lieutenant Colonel George L. Bivens, Acting Commissioner of the Pennsylvania State Police, today announced the promotions of four majors, three captains, 10 lieutenants, two bureau administrative managers, and three division directors during a ceremony at the Pennsylvania State Police Academy in Dauphin County.
Promoted to Major
Major Leslie E. Barr is assigned as the Director of the Policy and Legislative Affairs Office. Major Barr enlisted in the State Police in 2005. She achieved promotions to corporal in 2015, sergeant in 2018, lieutenant in 2021, and captain in 2023.
Major Vincent K. D’Angelo is assigned as Director of the Equality and Inclusion Office. Major D’Angelo enlisted in the State Police in 1999. He achieved promotions to corporal in 2004, sergeant in 2007, lieutenant in 2011, and captain in 2023.
Major Girard M. Hughes is assigned as the Director of the Bureau of Records and Identification. Major Hughes enlisted in the State Police in 1993. He achieved promotions to corporal in 2011, sergeant in 2015, lieutenant in 2019, and captain in 2022.
Major George R. Ritchey is assigned as the Director of the Bureau of Communications and Information Services. Major Ritchey enlisted in the State Police in 2003. He achieved promotions to corporal in 2008, sergeant in 2016, lieutenant in 2019, and captain in 2024.

Michael L. Brincat is assigned as the Director of the Scientific Services Division in the Bureau of Forensic Services. Mr. Brincat began his career with the State Police in 2001. He achieved promotions to supervisor in 2006, assistant director in 2010, and program manager in 2013.
Lee R. Lepka is assigned as the Director of the Facility Management Division in the Bureau of Staff Services. Mr. Lepka began his career with the State Police in 2013. He achieved promotion to construction project administrator in 2022.
Nicole L. Purnell is assigned as the Director of the Quality and Management Division in the Bureau of Forensic Sciences. Ms. Purnell began her career with the State Police in 2021 as a laboratory system quality specialist.
