FEDERAL FUNDING NOTICE:

You may receive payments from the Commonwealth of Pennsylvania under a contract, purchase order, or grant agreement that may be fully or partially funded by the federal government. The United States government and its agencies have been canceling program funding opportunities; terminating, or attempting to terminate, existing federal grants and contracts; pausing or ending established federal programs; and reducing federal agency staff and operations.

All Commonwealth contracts, purchase orders, and grant agreements are conditioned on the appropriation and on the availability of funds from which the Commonwealth may use to make payments. The Commonwealth may have to terminate your contract, grant, or purchase order with little or no warning if the federal government reduces or eliminates the funding available to pay federal program costs.

Vendors and grantees can take steps to minimize the risk of substantial delays in payment or the loss of access to federal funds. First, it is essential for you to submit fully supported invoices as promptly as possible so that you receive payment under your contract, grant, or purchase order for covered federal program expenses.

Second, vendors and grantees can enroll to receive payment by ACH. The Commonwealth makes payments via ACH because it is the fastest way to securely pay its vendors and grantees. If you are not receiving ACH payments from the Commonwealth, the Office of the Budget encourages you to register to receive payments via ACH.
