is served by a legal staff appointed by and subject to the control of the Office of General Counsel.

The Office of Chief Counsel provides legal research, interpretation, advice, and opinions for the Office of the Budget.  It works closely with the Office of Fiscal Policy and Program Coordination and the Office of General Counsel on statutory construction and drafting issues. 

The Office of Chief Counsel also provides advice and counsel to the Office of Comptroller Operations as it carries out its responsibilities in accounting for and auditing of the Commonwealth’s financial operations, including developing and administering policies and procedures pertaining to the Commonwealth’s contracting for services process.

Lastly, the Office of Chief Counsel provides legal representation for the Office of the Budget before administrative agencies and state and federal courts.

is to provide, in concert with the Office of General Counsel, expert, responsive, and practical legal advice, representation, and services to the Secretary of the Budget and staff of the Office of the Budget that supports the Office of the Budget’s mission and enables the secretary and staff to achieve their goals.
