Governor Shapiro fights for Pennsylvanians every day and continues to take on the powerful on behalf of the people, just like he did as Attorney General.

After the derailment of a Norfolk Southern train near the Pennsylvania border, the Governor held the company accountable for its actions and put money back in Pennsylvanians’ pockets.

  • Secured $4 million from the rail company to pay for damages to local first responders, businesses and residents, and state agencies.
  • Announced the Commonwealth would conduct water testing for ten years around the site of the East Palestine train derailment.

The Shapiro Administration lowered prescription costs, and made it easier for Pennsylvanians to report scams and challenge insurance denials:

  • Followed through on his commitment to reform pharmacy benefit managers’ operations to help lower out-of-pocket costs for Pennsylvanians on prescription medication, bring price transparency to bad actors, and support locally-owned pharmacies.
  • Establed a new process for pharmacies to challenge a health benefit plan’s designation of a specialty drug, allowing the Pennsylvania Insurance Department to ensure that PBMs and health insurers only label medications as specialty drugs when appropriate.

  • In the wake of the federal government taking steps back from its responsibility to protect consumers, the Governor launched a centralized consumer protection hotline, website, and email address to make it easier for Pennsylvanians to report scams and resolve financial and insurance issues.

  • Signed legislation making it a third-degree felony for anyone to use artificial intelligence (AI) to produce non-consensual “forged digital likenesses” to defraud or harm Pennsylvanians, protecting Pennsylvanians from AI scams and financial exploitation.

  • Created an AI Enforcement Taskforce with the Department of State to review complaints of AI-powered bots engaging in unlicensed practice and coordinated with the Office of the Attorney General to prosecute complaints that violate consumer protections. Governor Shapiro also unveiled an AI Literacy Toolkit – a comprehensive, multi-agency resource developed to help Pennsylvanians safely and responsibly use artificial intelligence tools.  

  • The Department of Banking and Securities and the Pennsylvania Insurance Department returned over $22 million to consumers, processed approximately 27,000 complaints, and expanded education efforts across the Commonwealth in 2024.

  • Rolled out the Pennsylvania Department of Insurance’s Independent Review Program to offer Pennsylvanians a chance to appeal health insurance companies’ denials, which overturned 50.1 percent of appealed denials to help ensure more Pennsylvanians receive the health services they deserve.

The Shapiro Administration cracked down on labor violations:

  • Partnered with New Jersey to form an interstate task force to strengthen labor law enforcement, address worker misclassifications, and protect workers’ rights.

  • Since the start of the Shapiro Administration, over $15.7 million in unpaid wages have been returned to workers across the Commonwealth.

  • The Department of Labor & Industry investigated 2,327 child labor cases from January 2023 to March 2025, resulting in enforcement action against 681 employers and nearly $4.5 million in fines collected.

  • The agency also investigated 533 prevailing wage cases and collected over $2.47 million that was returned to over 800 workers.

The Shapiro Administration has protected consumers and prevented increase in energy prices:

  • Fought and secured a total of $45 billion in savings for 67 million Americans across the PJM region – putting about $575 back in the pockets of every household in Pennsylvania over the next four years.

  • Joined all 13 PJM governors and the federal government to issue a historic Statement of Principles, which called on PJM to extend Governor Shapiro’s negotiated price cap for two additional auctions, allocate costs of long-term contracts to data centers and developers that have not brought their own power, and accelerate PJM’s interconnection process. 

  • Saved 1.7 million Pennsylvanians $510 million on their utility bills after demanding PECO – Pennsylvania’s largest utility company – withdrew a proposed rate case that would have increased electricity and natural gas bills across southeastern Pennsylvania.

  • Governor Shapiro unveiled the Governor’s Responsible Infrastructure Development (GRID) principles to protect energy affordability, promote transparency and community engagement, support the workforce and economic development, and protect the environment. By holding developers to GRID standards, Pennsylvania can attract cutting-edge technology investment, and grow the economy – while protecting communities, affordability, and the environment.

The Shapiro Administration held polluters accountable for excessive air and water contamination.

  • Secured a $10 million agreement with Shell Chemicals for excessive air contamination, with $6.2 million earmarked for Western Pennsylvania’s environmental, health, and quality of life projects.
  • Reached a $100 million settlement with Monsanto for contaminating 1,300 miles of streams and 3,600 acres of lakes with hazardous PCB waste—and $8 million will be spent in communities directly impacted by the spread of PCBs.
