Policy Recommendation

Establish an Adult Reconnect Program

Adult Reconnect programs are designed to provide a streamlined pathway to a postsecondary credential for adults who started college but did not finish. Through a combination of recruitment, financial aid, and coaching, Adult Reconnect programs utilize resources to efficiently and effectively increase college attainment rates and develop the talent pool needed to fuel state economies.

Ten states have adopted Adult Reconnect programs, which vary in their design, eligibility, and level of resources. Strong programs have a solid track record of increasing college enrollment and attainment among adults, and expanding the number of credentials needed to fill critical workforce needs.

The 1.1 million Pennsylvania adults with some college but no credential contain enormous untapped potential. An Adult Reconnect program would unlock this potential. To learn more, please consult this SBHE brief.
