Under its enabling legislation, the Board is to provide guidance to institutions of higher education on processes to follow when an institution must close. This guidance reflects existing statute and regulation and creates no new authority for the Board or any other entity.
On September 10, 2026, the State Board of Higher Education approved a draft of the guidance for posting and public comment. We invite the public to provide any suggested factual corrections or identification of issues needing further clarification on the Board’s draft Guidance for Higher Education Institutions Planning to Close. Comments should be limited to issues that affect the accuracy of the Guide and should include (1) the page of the Guide you are providing comment on; (2) specific language suggested for deletion/addition; and (3) rationale for the requested change. Lengthy letters are not being solicited.
Public comments may be submitted via email to RA-EDSBHIGHERED@pa.gov from September 11, 2026 through October 12, 2026. Comments received after October 12 will not be considered in revising the Guidance.
