Pittsburgh, PA – Today, Governor Josh Shapiro discussed his Administration’s nation-leading work to responsibly harness artificial intelligence, strengthen Pennsylvania’s innovation economy, and empower the Commonwealth’s workforce — joining more than 900 technology, business, and academic leaders at the second annual AI Horizons Summit in Pittsburgh.
At the summit, Governor Shapiro announced that Pennsylvania now offers the most advanced suite of generative AI tools of any state in the nation to any qualified employee— building on the success of the Commonwealth’s first-in-the-nation ChatGPT Enterprise pilot program. The announcement marks a major step in the Shapiro Administration’s efforts to responsibly deploy AI, boost government efficiency, and prepare Pennsylvania workers for the jobs of the future.

With world-class institutions like Carnegie Mellon, companies like Google and Westinghouse, and a growing innovation ecosystem right here in Pittsburgh, Pennsylvania is showing the country how to harness AI to grow our economy, empower workers, and improve people’s lives.”
Governor Shapiro also joined a panel discussion with Westinghouse Interim CEO Dan Sumner and Bank of New York Mellon (BNY) CEO Robin Vince, moderated by Carnegie Mellon University President Farnam Jahanian, where he discussed the Commonwealth’s progress and the opportunities AI presents for industry, workers, and government.
Building on a Strong Record of Responsible AI Leadership
Since taking office, Governor Shapiro has positioned Pennsylvania as a national leader in responsible AI governance and innovation:
Executive Order on AI: Established the nation’s strongest standards for AI use in state government, guided by 10 core values including accuracy, privacy, equity, and transparency
Generative AI Pilot Program: First-in-the-nation partnership with OpenAI to test ChatGPT Enterprise with Commonwealth employees, saving workers an average of 95 minutes per day
Responsible Training: More than 1,300 Commonwealth employees have completed InnovateUS training on safe and ethical AI use, with another 3,200 enrolled
Labor-Management Collaboration: Creation of the Generative AI Labor and Management Collaboration Group to ensure workers have a voice in shaping how AI is deployed in government operations
National Recognition: Pennsylvania was ranked among the top three states for AI readiness in Code for America’s 2025 Government AI Landscape Assessment
With today’s announcement, Commonwealth employees will have access to ChatGPT Enterprise in addition to Microsoft CoPilot Chat — top-of-the-line, commercial-grade tools designed to boost productivity and innovation.
Strengthening Pennsylvania’s AI Innovation Economy
The AI Horizons Summit also showcased new partnerships fueling Pennsylvania’s innovation economy:
BNY and Carnegie Mellon University announced a five-year, $10 million collaboration to establish the BNY AI Lab at CMU’s School of Computer Science. The lab will focus on governance, trust, and accountability in mission-critical AI applications.
Google officially launched its AI Accelerator for Pennsylvania small businesses, providing free AI training and tools to help entrepreneurs streamline operations, cut costs, and grow. Governor Shapiro visited the Accelerator following his panel to meet with small business owners and Google leaders, and to deliver brief remarks.

The Governor’s leadership on AI is part of his broader work to grow Pennsylvania’s economy and attract historic private sector investments. Since taking office, his Administration has:
Secured over $25.6 billion in private sector investments, creating more than 12,400 new jobs
Announced Amazon’s initial $20 billion investment in AI and cloud innovation campuses — the largest private investment in state history
Launched the first statewide economic development strategy in nearly 20 years, focusing on five key industries: life sciences, agriculture, energy, manufacturing, and robotics & technology
Secured $500 million in site development funding in the 2024-25 bipartisan budget, including the new PA SITES program to expand shovel-ready business locations
