GIS Requirements

Pennsylvania counties follow statewide Geographic Information System requirements for their 911 system. Here's everything they need to know for success.

Overview

Counties are required by law to build and maintain a set of Next Generation 911 GIS layers that:

  • Meet a robust set of public safety-grade quality standards
  • Are aligned to our Next Generation 911 GIS Data Model
  • Can support geospatial call routing

Goals & Metrics

To meet compliance and support geospatial call routing, a county’s Next Generation 911 GIS data must achieve these three metrics:

  1. Zero critical errors and provisioning errors are present
  2.  Automatic Location Identification to Road Centerline Layer synchronization rate reaches or exceeds 98 percent
  3.  Automatic Location Identification to Site/Structure Address Point layer synchronization rate reaches or exceeds 98 percent

Only datasets without critical errors are aggregated in the statewide dataset and used for geospatial call routing.

We require counties to upload their Next Generation 911 GIS layers successfully (free of critical errors) at least once per month.
