From processing driver's licenses, conducting elections, testing water samples and providing insurance to low-income children to making sure that up-to-the-minute criminal histories are available to state troopers in their cars, OA-Information Technology's work is a strong - but often invisible - thread through the government services delivered to Pennsylvania's residents.

Overview

OA-Information Technology (OIT) oversees investments in and performance of all IT systems across the Commonwealth. OIT establishes and implements policies, standards, and guidelines regarding planning, management, acquisition, and security of IT assets in all Commonwealth agencies under the Governor’s jurisdiction.  OIT is responsible for the issuance and management of IT procurement, including hardware, software, services and telecommunications. The office also provides direct oversight for large, enterprise-wide initiatives, such as IT consolidation, Commonwealth shared services, and cyber security, as well as enterprise IT technology support.

Executive Leadership

Bry Pardoe

Bry Pardoe was named the Commonwealth’s Chief Information Officer in October 2025. In this role, she has overall responsibility for the management and operation of IT services for all executive agencies under the Governor’s jurisdiction.  

Bry previously served as the Executive Director of the Commonwealth Office of Digital Experience (CODE PA) since May 2023. Under Bry’s leadership, CODE PA has infused new energy and resources into ongoing customer service transformation efforts and projects to improve digital experiences for Pennsylvanians.

As executive director, Bry led the implementation of numerous CODE PA digital products, including PAyback, a transformative digital system that allows residents and businesses to check the standard turnaround time for a permit, license, or certification and request a refund of their application fee if they have been waiting longer. Bry also oversaw the redesign of PA.gov, and launched several high-priority online experiences, including a fully online clemency application with the Board of Pardons, an eligibility checker and online application for the Keystone Challenge Academy with the Department of Military and Veterans Affairs, a searchable directory of 300 state grant programs, the property tax/rent rebate lookup tool with the Department of Revenue, and a new website and form to request through the Insurance Department to have independent medical experts review a claim denied by their insurer.

Prior to joining the Commonwealth, Bry served as the Director of Web and Digital Experience at Main Line Health since 2021, where she focused on efforts to improve website accessibility and make it easier to find and schedule an appointment with a provider. She also previously worked for Geisinger as a Digital Marketing Strategist and was promoted to Digital Product Manager and later Director of Digital Engagement. Bry started her digital experience career at Lycoming Engines in 2015.

James Sipe Chief Information Security Officer

James Sipe was appointed as the Commonwealth’s Acting Executive Deputy Chief Information Officer in October 2025. In this role, he is responsible for the planning, implementation, and oversight of enterprise security, network, infrastructure, and related technology services that support the Commonwealth’s most complex and diverse IT environments.

Prior to his appointment, James served as the Commonwealth’s Chief Information Security Officer (CISO) since November 2023. As CISO, James was responsible for the enterprise-wide management of the Commonwealth's cybersecurity programs, including governance, auditing, monitoring and compliance, risk management, data privacy, vulnerability and threat management, incident management, forensic investigations, security awareness outreach and education, identity and access management, and agency assistance. 

James has over two decades of cybersecurity experience and leadership, having advised and worked for companies across diverse industries, including Amazon Web Services, where he led an international team providing IT security and technical guidance to the company’s 25 largest global customers.  

Prior to Amazon, James was an IT security executive for MessageBird, a digital communications and marketing company with over 29,000 customers worldwide, including Google, Facebook, and Uber. He has also led cybersecurity and compliance for companies in hospitality and entertainment, accounting, management consulting, media and advertising, weather and environmental monitoring, modular space and storage, building technology, and engineered materials.  

James earned his Bachelor of Science (BS) in English Language and Literature/Letters from Millersville University. 

Sarah Kinter

Sarah Kinter was appointed Acting Chief of Staff to the Commonwealth Chief Information Officer (CIO) in October 2025. As Chief of Staff, she serves as an advisor to the CIO, providing leadership coordination, policy analysis, program oversight, and operational management across the enterprise information technology organization.

Sarah previously served as the Head of Operations & Procurements for CODE PA. In this role, she oversaw the launch of a new, streamlined process to improve how the Commonwealth reviews and approves technology projects and collaborated with the Department of General Services to create a new digital services invitation to quality and guidance on digital services procurement.

Prior to her work with CODE PA, Sarah was the Director of the Department of Permits, Licenses, and Inspection for the City of Pittsburgh. She also served as the Deputy Director for the City’s Commission on Human Relations.

Sarah received her Master of Public Administration from the University of Pittsburgh’s School of Public and International Affairs, and her Bachelor of Arts from Wilkes University.

Sara Hall was appointed Acting Executive Director of CODE PA in October 2025. Sara is a seasoned technology leader with deep expertise in product strategy, cross-functional leadership, and digital transformation. In her current role, she leads CODE PA’s product management efforts, shaping the Commonwealth’s digital portfolio with a focus on accessibility, trust, and sustainability. Under her guidance, strategic initiatives across the digital landscape are aligned to deliver consistent, high-impact outcomes for all Pennsylvanians.

Prior to her current position, Sara served as Senior Product Manager for PA.gov, where she oversaw the Commonwealth’s transition to a centralized platform and enhanced the state’s digital “front door” to advance service delivery and user experience.

Before joining state government, Sara established the City of Philadelphia’s Digital Services team within the Office of Innovation and Technology. There, she directed multidisciplinary teams in content, user experience, and technical development, collaborating closely with engineers to deliver inclusive, user-centered digital experiences for the city.

Sara also contributes to the next generation of design and technology thinkers as an adjunct professor at Temple University’s Tyler School of Art & Architecture. She is regularly invited to speak at industry and public sector forums on topics ranging from user experience and product leadership to technology governance and government innovation.

A devoted advocate for diversity, Sara supports initiatives that amplify the voices of women and people of color in tech and design. She holds a Bachelor of Architecture from Philadelphia University (now Thomas Jefferson University) and a Master of Industrial Design from the University of the Arts. Her work continues to reflect her commitment to inclusive design and meaningful digital transformation in the public sector.

Andy Ritter serves as the Acting Chief Information Security Officer (CISO) for the Commonwealth of Pennsylvania. In this role, he leads statewide initiatives to strengthen cyber resilience, reduce enterprise risk, and advance a unified, modern security posture across all agencies.

With more than 30 years of experience in cybersecurity and information technology, Andy brings a strategic and business-aligned approach to protecting the Commonwealth’s digital assets. His leadership emphasizes collaboration, innovation, and the integration of security into every aspect of government operations.

Throughout his career, Andy has led large-scale cyber defense programs across public and private sectors, developed and matured security operations centers (SOCs), implemented enterprise risk management frameworks, and advanced identity and access governance. He has also advised executive leadership on regulatory compliance, risk management, and security investment strategies; directed investigations into sophisticated cyber incidents; and fostered a culture of cybersecurity awareness across diverse stakeholder groups.

Before assuming his current role, Andy served as Deputy CISO for the Commonwealth, where he led the implementation of the statewide cybersecurity strategic vision, partnered with agency executives to mature security programs, and strengthened coordination across the enterprise to defend against evolving threats.

Andy is dedicated to building strong teams, advancing cybersecurity maturity, and fostering collaboration across government and industry. His leadership ensures the Commonwealth remains secure, resilient, and prepared to meet the challenges of an ever-evolving digital landscape.

Kristopher Adams is the Chief Accessibility Officer for the Commonwealth Office of Digital Experience (CODE PA), specializing in enhancing the accessibility of Pennsylvania's digital content. With 20 years of state government experience, Kristopher is passionate about fostering a culture of accessibility, building collaborative relationships, and

empowering IT teams, developers, and leaders with the tools and knowledge they need. His diverse background spans roles in customer service, Lean leadership, program operations, human resources, and IT, reflecting his adaptability and commitment to public service.

Chief Information Officer, Integrated Enterprise System Office

Robyne Lyones Chief Information Officer Integrated Enterprise System

Robyne Lyons was named Chief Information Officer of the Integrated Enterprise System Office (IESO) in October 2023.  She oversees the Commonwealth’s enterprise resource planning (ERP) system supporting human resources, payroll, travel, finance, funds

management, budget planning, procurement, plant maintenance, flexible real estate, sales and distribution, analytics, and reporting.

Robyne has over three decades of information technology experience working as a consultant and for the Commonwealth.  Focusing on IT initiatives of application deployments, upgrades, migrations, building organizations, providing vision, guiding enterprise level initiatives, and deploying new solutions.  She has been a key member of the IESO team for nearly two decades and held various roles including SAP Deployment Manager, SAP Program Manager, and Director of the Bureau of Technical Operations and Service Delivery.  As bureau director, Robyne focused on innovations, analytics, change and risk management, strategy, cultural awareness and team building, relationship development, operations, IT investment and portfolio management. Under her leadership, the bureau recently implemented a data lake, Business Technology Platform (BTP), and SAP Analytics Cloud (SAC) among its many initiatives. Robyne and her team have earned notable recognitions for their accomplishments, including the SAP America’s Innovation Award for 2020 and the Pennsylvania Excellence in Technology in 2019.​

Chief Information Officer, Public Safety Delivery Center

Dustin Rhoads Chief Information Officer Public Safety

Dustin Rhoads was named Public Safety’s Chief Information Officer June 2017.

Prior to his current role, Dustin served as the CIO of the Department of Corrections. As CIO, Dustin directed the strategy, management and 

development of the department, ensuring that organizational objectives surpassed the business and technology needs of the commonwealth's Corrections agency.  As the CIO, he was involved in driving the analysis and re-engineering of the existing business processes along with identifying new technologies and services.

Prior to his CIO roles, Dustin was named Executive Director for the Pennsylvania Justice Network (JNET) in November 2013. JNET is an integrated portal that provides a common online environment where authorized users access public safety and criminal justice information from various contributing municipal, county, state, and federal agencies.  He previously served as Business Manager at JNET, a position he held since 2007.

Prior to joining JNET, Dustin worked as a Community Justice Planning Specialist for the Pennsylvania Commission on Sentencing.  In this role, Dustin played a primary part in identifying key stakeholders throughout all 67 counties, assessing practices of local justice systems, and providing recommendations for policy as well as innovative methods and programming to improve justice systems and services. 

Dustin holds a Bachelor of Science in Criminal Justice from Shippensburg University. ​

Chief Information Officer, General Government Delivery Center

Sarah Shaffer Chief Information Officer General Government

Sarah Shaffer was named Acting Chief Information Officer for the General Government Delivery Center in January 2024. 

In this role, Sarah is responsible for leading the development and execution of the delivery center’s IT strategic plan in 

support of the Governor’s Office, Lt. Governor’s Office, Office of Administration, Office of Budget, Office of General Counsel, Office of State Inspector General, Department of Education, Department of General Services, Pennsylvania Historical & Museum Commission, Pennsylvania Human Relations Commission, and State Civil Service Commission.

Prior to her current role, Sarah served as the General Government Delivery Center Business & Service Management Director for six years, overseeing business relationship management, portfolio and project management, procurement, and business analysis functions. Sarah’s previous experience includes many years working across several state agencies as both a state employee and consultant in various project management, business analysis, organizational change management, learning development, marketing, and procurement roles. 

Her favorite parts of her job are utilizing IT as a change agent for business transformation, building teams and community, and enabling her customers’ success. 

Sarah earned a bachelor’s degree in Technology Management from Pennsylvania College of Technology, has participated in the Commonwealth Leadership Development Program and the Harrisburg University IT Executives Program and holds the Business Relationship Manager Professional (BRMP) certification. ​

Alicia Rouault, Chief Information Officer Health and Human Services Delivery Center

Alicia Rouault serves as Chief Information Officer for the Health and Human Services IT Delivery Center, overseeing technology strategy and execution for the Commonwealth’s largest IT delivery center, supporting 

the Departments of Health, Human Services, Drug and Alcohol Programs, Aging, and Military and Veteran Affairs.Previously, Alicia was Chief Technology Officer at the U.S. Department of Health and Human Services, where she advanced data modernization, AI, and digital transformation efforts across the nation’s largest civilian agency. She also held senior roles at the U.S. Digital Service, leading multi-agency initiatives to expand access to public benefits and directing the national Unemployment Insurance Modernization effort across all 53 states and territories.

Her earlier leadership includes product and technology roles at the U.S. General Services Administration’s Technology Transformation Services, the Commonwealth of Massachusetts, Code for America, and as founder and CEO of a civic-tech startup.

With deep expertise in modernizing legacy systems and building user-centered, AI-enabled government services, Alicia has a proven record of aligning IT strategy with mission goals and driving large-scale public impact.

Chief Information Officer, Infrastructure and Economic Development Delivery Center

Don Kirschman, CIO of Infrastructure and Economic Development IT Delivery Center

Donald Kirschman was named Chief Information Officer for the Infrastructure and Economic Development Delivery Center in January 2024.  

In this role, Donald is responsible for leading the development and execution of the delivery center’s IT strategic plan in

support of the Department of Transportation, Department of Community and Economic Development and Pennsylvania Emergency Management Agency.

Donald has over 30 years of experience in information technology. Most recently, he served as the director of solutions management for the Infrastructure and Economic Development Delivery Center directing the activities of more than 300 IT professionals in the development, maintenance and support of 300+ applications

Donald earned a bachelor’s degree in computer science from PennWest Edinboro. ​​

Chief Information Officer, Employment, Banking and Revenue Delivery Center

David Naisby Chief Information Officer Employment, Banking, and Revenue

Dave Naisby was appointed as the Chief Information Officer for the Employment, Banking, and Revenue Delivery Center on July 1, 2017.

Dave has over 17 years of experience in the information technology field, having served in varying executive 

positions, most notably as the Chief Information Officer for the Pennsylvania Department of Labor and Industry and as the Executive Director of the Commonwealth’s Justice Network (JNET).

Dave has a strong background in service delivery, IT governance, and system integration.  He has held the responsibilities for evaluating, planning, and directing IT operations, legacy and distributed systems platforms, application/software development, telecommunications, and IT security in large scale environments.

Dave earned a bachelor’s degree from York College of Pennsylvania and is a 2014 Graduate of Harrisburg University’s Certified Government Chief Information Officer program.

Ryan Morgan was appointed Chief Information Officer for the Conservation and Environment Delivery Center in November 2024. In this role, Ryan is responsible for leading the development and execution of the delivery center’s strategic plan in support of the Department of Agriculture, Department of Conservation and Natural Resources, Department of Environmental Protection, Milk Board, and the Environmental Hearing Board.

Ryan has over 15 years leading project management, business analyst, and business relationship management teams. Throughout his career he has sought positions with a focus on people, where he could leverage his passion for servant leadership and relationship building to increase both efficiency and customer satisfaction.

Outside of work, Ryan enjoys spending time with his family, tending to his small backyard garden, and baking bread. He travels as much as possible, but not nearly as often as he would like. He earned a bachelor’s degree in English from Penn State University and holds scrum master, product owner, and business relationship manager certifications.
