Licenses, Certificates, and Reporting

Get information on licenses and certificates issued by the Pennsylvania Milk Board and view lists of businesses with active licenses.

The Pennsylvania Milk Board issues licenses and certificates for professionals in the dairy industry. Applications and renewals must be completed online by creating a GreenPort account and accessing the Milk Accounting and Regulatory System (MARS).

All of the following licenses and certificates are defined under the Milk Marketing Law.  

License lists and how to apply

Milk dealers are licensed per sections 401–412 of the Milk Marketing Law. They must file a monthly report in MARS.

Milk subdealers are licensed per section 513 of the Milk Marketing Law.

Milk haulers are licensed per section 550 of the Milk Marketing Law. Some milk haulers must file a monthly report in MARS.

Milk weigher/samplers must hold certifications from both the Pennsylvania Milk Board and the Pennsylvania Department of Agriculture.

Pennsylvania Milk Board certification

The Pennsylvania Milk Board regulates the economic aspects of the producer/handler relationship. Under section 603 of the Milk Marketing Law, the board certifies weigher/samplers to ensure that they are properly weighing producer milk and properly taking samples of producer milk for payment purposes.

Pennsylvania Department of Agriculture certification

The Pennsylvania Department of Agriculture (PDA) regulates the sanitary aspects of the producer/handler relationship. The department administers the written exam for weigher/samplers and conducts field evaluations to ensure that their procedures meet sanitary guidelines.

Milk testers are certified per section 602 of the Milk Marketing Law.
