The Pennsylvania Milk Board regulates minimum prices for milk products. This includes bids and sales related to the USDA.

Policies and procedures
Board Bulletin 1597 describes the Board’s enforcement policy for USDA solicitations and legal bids. Bids must be made for a price at or above the minimum wholesale price (minus applicable discounts) for the month in which the bid is due.
Regulated products
You can view a list of regulated products. The Board-established minimum prices apply to these products, whether fluid, evaporated (evaporated milk in a hermetically sealed container is not price-regulated), organic, or UHT.
Announcements
When the USDA invites bids for products regulated by the Board, we’ll produce a spreadsheet showing the minimum legal bids for each product in each Pennsylvania milk marketing area. We will post the spreadsheet on this page and email it to eligible vendors as provided to us by the USDA.

April 20, 2026
On April 16, 2026, USDA solicited bids to sell Evaporated Milk and Ultra High Temperature products (Description 12-3J14-26-B-0221, Bid invitation number 2000011271) for use in the domestic food distribution programs. Bids are due by April 30, 2026.
The Pennsylvania Milk Marketing Law provides that milk may not be offered for sale at a price below the Board-established minimum price.
Board Bulletin 1597 describes in detail the Board enforcement policy regarding USDA solicitations and legal bids. Briefly, bids must be made for a price at or above the minimum wholesale price (minus applicable discounts) for the month in which the bid is due.
This April 2026 bid spreadsheet lists the minimum wholesale prices, allowable discounts, and minimum bid prices applicable to this solicitation for each Pennsylvania delivery city for which bids are solicited.
Bids below those listed in the "PMB Min. Bid Price" column in the attached spreadsheet will be referred for potential prosecution as violations of the Milk Marketing Law. The Board does not establish minimum prices for evaporated milk.
