Before his appointment to the Parole Board, Mr. Brown served as the Governor’s Deputy Chief of Staff for Public Safety and as Director of the Pennsylvania Office of Homeland Security. He brings more than 30 years of experience in public safety, having held leadership roles including Superintendent of the Maryland State Police, Chief of the Maryland Transportation Authority Police Department, and Deputy Commissioner of Operations for the Baltimore City Police Department.

Mr. Brown earned a Bachelor of Science in Business/Marketing from Penn State University and a Juris Doctor from the University of Baltimore School of Law. He has also completed several executive leadership programs, including the FBI National Executive Institute, the Naval Postgraduate School’s Center for Homeland Defense and Security, and the Fusion Center Leaders Program.

In addition, Mr. Brown previously served as an Adjunct Professor at Penn State University, teaching both graduate and undergraduate courses in the Homeland Security Program and the College of Public Administration. He was nominated by Governor Wolf to a full six-year term and confirmed by the Senate on June 25, 2021. He was appointed Chairman by Governor Shapiro on May 14, 2026.
