Overview
The Municipal Police Officers Education and Training Commission (MPOETC) establishes minimum curriculum and training standards for municipal police officers.
The curriculum is used by certified municipal police academies throughout the Commonwealth to train prospective police officers to work safely and professionally in law enforcement.
It ensures that every new officer in the Commonwealth receives:
- Consistent, statewide training
- Up-to-date instruction based on research and expert input
- A balance of classroom learning and hands-on practice
- Preparation for the legal, ethical, and practical responsibilities of policing
What training covers
The 919-hour curriculum is organized into modules that blend classroom learning with hands-on practice. Cadets learn how to:
- Understand Pennsylvania laws and criminal procedures
- Communicate effectively with the public
- Work with juveniles and people with special needs
- Conduct patrols and respond to emergencies
- Investigate crimes and prepare cases
- Enforce traffic and vehicle laws
- Drive safely during emergency situations
- Use defensive tactics and control techniques
- Handle firearms safely and accurately
- Build physical fitness needed for police work
How cadets are evaluated
To move through the program, cadets must:
- Pass written tests
- Demonstrate skills in practical exercises
- Complete scenario-based evaluations that simulate real-world situations
- Earn at least an 80% in each module
Certification requirements
After finishing all training modules, cadets must:
- Pass a 200 question state certification exam
- Be hired by a municipal police department
- Have the department submit the certification application
Only then can a cadet become a certified municipal police officer in Pennsylvania.
