Andrew Stuffick

Director of Regulatory Affairs Andrew Stuffick (Andy) is responsible for overseeing the Bureau of Licensing, which is responsible for development, interpretation and administration of regulatory policy and licensing functions in accordance with the Pennsylvania Liquor Code, and the Bureau of Alcohol Education, which strives to reduce underage and dangerous drinking and promote responsible consumption.

Andy directs regulatory and licensing operations, ensuring consistent application of statutory requirements and agency policy across complex and high-impact matters. He oversees regulatory interpretation, licensing determinations and policy implementation, and he plays a key role in advancing initiatives related to licensing processes, compliance and regulatory modernization.

Andy has served with the Pennsylvania Liquor Control Board since 2000, advancing through a series of progressively responsible roles within licensing and regulatory functions. Over the course of his career, he has developed extensive expertise in liquor law, administrative procedure and regulatory compliance.

Prior to his current role, Andy served as Director of Licensing, where he led statewide licensing operations and oversaw the review, approval and transfer of alcohol beverage licenses and permits.

A resident of Cumberland County, Andy lives with his wife, two sons and two golden retrievers.
